Establishes a first responder crisis intervention account (account) within the statewide 9-8-8 trust fund for the purpose of awarding grants to public safety agencies that provide first responder emergency services to be used by the agencies for specified crisis intervention programs, data collection, and training purposes. Provides that the division of mental health and addiction shall administer the account. Caps the grant amount to a public safety agency at $50,000 per state fiscal year. Requires the auditor of state to transfer to the account $2,000,000 of the $50,000,000 of federal stimulus funds that were appropriated to the family and social services administration for mental health grants in the current state budget bill.

A SENATE RESOLUTION recognizing the month of September as Ovarian Cancer Awareness Month.
Provides that, in calculating whether a school corporation has met the 45% teacher compensation threshold, a school corporation: (1) may include only salaries paid from the state tuition support distributions during the state fiscal year; and (2) shall count the total funds received in state tuition support distributions to the school corporation during the state fiscal year. Provides that a school corporation is not considered to be in deficit financing if the sum of the ending respective cash balance on June 30 of the immediately preceding state fiscal year of: (1) the school corporation's rainy day fund; plus (2) the school corporation's education fund; exceeds an amount equal to 20% of the school corporation's most recently adopted annual budget. Requires a school employer to bargain collectively class size, health and safety matters, and teacher preparation time with an exclusive representative.
A SENATE RESOLUTION honoring Indiana's women veterans.
Prohibits a person from keeping or storing an unsecured firearm on any premises controlled by the person under certain circumstances. Makes the failure to secure a firearm a Level 6 felony if the offense results in injury or death, enhances the offense to a Level 5 felony if the person has a prior unrelated conviction, and provides a defense. Requires a person wishing to transfer a firearm to another person to transact the transfer through a firearms dealer (dealer), subject to certain exceptions, and specifies the procedure to be used by the dealer to effect the transfer. Grants a dealer who completes a transfer civil immunity. Provides that a person who makes a false statement to a dealer for the purpose of completing a third party transfer commits firearm transfer fraud, a Level 6 felony, and enhances the penalty if the person has a prior unrelated conviction. Specifies that a dealer or other person who transfers a firearm in violation of certain requirements commits unlawful transfer of a firearm, a Level 6 felony, and enhances the offense to a Level 5 felony if the dealer or person has a prior unrelated conviction. Makes conforming amendments.
Repeals provisions that allow a county or city hospital to withhold from disclosure the individual salaries of hospital employees. Sets forth financial reporting requirements for hospitals concerning revenue generated from the ownership, operation, or management of a nursing facility. Requires the state department of health to: (1) jointly with the office of the secretary of family and social services, develop and finalize before July 1, 2024, quality metrics to improve clinical, administrative, and quality of life care for health facility residents; and (2) post on the state department's Internet web site certain information concerning a health facility's inspection reports, survey reports, and ownership information. Requires a health facility to disclose a description of the services provided by the facility and the rates charged for the services to prospective residents. Requires a health facility to: (1) post personnel and licensure classification information for on duty personnel; (2) retain personnel and licensure information for employees for public inspection; and (3) maintain a record of every inspection report and final citation issued to the health facility for public inspection. Prohibits a health facility from taking retaliatory action against an employee because the employee: (1) discloses or threatens to disclose actions or practices implemented by the health facility that the employee reasonably believes is in violation of federal or state law, rule, or regulation; (2) provides information or testifies in investigations or hearings; or (3) assists or participates in proceedings to enforce state law. Provides for relief to the employee.
Authorizes the establishment in Indianapolis or a second class or third class city of one or more wastewater facility improvement districts (district) in which incremental property tax revenue is captured to provide funds for the connection of properties in the district to the municipal sewer system. Provides that the board of public works of a city may: (1) propose the establishment of a district; (2) establish the boundaries of the proposed district; (3) identify and notify the owners of property in the district; (4) create a proposed plan for connecting properties in the district to the municipal sewer system; (5) hold a public hearing on the proposed plan; and (6) recommend the establishment of the district to the city's metropolitan development commission or redevelopment commission (commission). Provides that the commission: (1) shall review the recommendation of the board; (2) may, subject to the approval of the legislative body of the city, adopt a resolution designating one or more wastewater facility improvement districts within the city; (3) publish notice of the adoption and substance of the resolution and file information with each taxing unit having authority to levy property taxes in the geographic area of the district; (4) hold a public hearing; and (5) take final action determining the public utility and benefit of the district's allocation area and confirming, modifying and confirming, or rescinding the resolution. Allows a person aggrieved by the commission's final action to file a remonstrance in circuit or superior court. Requires the court to hear the remonstrance and confirm or modify and confirm the commission's final action or sustain the remonstrance. Provides that, if a district is established, the incremental property tax revenue from the district shall be deposited in the wastewater facility improvement fund (fund) of the district and may be used only to connect properties in the district to the municipal sewer system. Authorizes the issuance of bonds payable from a district's fund. Requires the commission to make an annual report on each district to the city fiscal body and the department of local government finance.
A SENATE RESOLUTION honoring Senator Karen Tallian upon her retirement from the Indiana Senate.
Requires a construction worker to complete an infection control training program (program) every two years before working onsite on the erection, installation, alteration, repair, or remodeling of a hospital or ambulatory outpatient surgical center construction project. Establishes requirements for the program. Requires that the state department of health or an approved organization that conducts a program to provide each construction worker who successfully completes the program a certificate of completion.
