A SENATE RESOLUTION urging the legislative council to assign to an appropriate study committee the topic of the potential dangers of cyber-hacking in state government, specifically the use of ransomware.

Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage without cost sharing for auto-injectable epinephrine that is prescribed to individuals less than 18 years of age. Requires an insurer to cap the total amount an insured is required to pay for a 30 day supply of a prescription insulin drug at an amount not to exceed $50, regardless of the amount or type of insulin prescribed to the insured.
Establishes procedures for redistricting Indiana's congressional and legislative districts. Requires the legislative services agency to do the following to prepare for redistricting: (1) Acquire hardware, software, and supplies. (2) Establish an Internet based redistricting portal to assist the public in drawing maps, providing input on the redistricting process, and allowing the upload of their own maps. (3) Arrange with state educational institutions for creation of at least one site in each Indiana congressional district to enable the public to do the same tasks as through the portal. Requires the house and senate committees assigned to redistricting to hold joint hearings in each congressional district to take public input on redistricting and in defining communities of interest. Establishes standards to govern redistricting of Indiana's congressional and legislative districts. Provides that the standards govern any congressional redistricting plan that is established by the congressional redistricting commission. (Under current law, a congressional redistricting commission is formed to establish a congressional district plan for Indiana if the general assembly fails to do so after the first regular session that occurs after the federal decennial census or if a congressional district plan adopted by the general assembly is invalidated.) Makes conforming changes.
A SENATE RESOLUTION to congratulate Ben Yoder on receiving the 2020 Outstanding Middle School/ Jr. High School Educator Award from the Indiana Music Education Association.
Establishes a redistricting commission (commission) to create, hold hearings on, take public comment about, and recommend plans to redraw general assembly districts and congressional districts. Provides for appointment of four commission members by the legislative leadership. Establishes the redistricting commission nominating committee (committee) to receive applications from and evaluate applicants to fill the five remaining positions on the commission. Provides for selection of those five commission members from pools of applicants selected by the committee. Requires the legislative services agency (agency) to provide staff and administrative services to the commission. Establishes standards to govern the commission and the agency in the creation of redistricting plans. Provides that the general assembly must meet and enact redistricting plans before October 1 of a redistricting year. Authorizes the general assembly to convene in a session to act on redistricting bills at times other than the times the general assembly is currently authorized to meet. Repeals the current law establishing a redistricting commission for congressional redistricting.
Reinstates unemployment benefits for persons who provide services performed in an instructional, research, or principal administrative capacity for an educational institution.
Urges the legislative council to assign to an appropriate interim study committee (committee) the topic of fees and taxes authorized by Indiana that are collected through utility bills, telecommunication bills, and video service bills. Specifies that the committee will consider: (1) how the fees and taxes are used; (2) the factors driving increased fees and taxes; (3) the best practices of other states; and (4) the potential for reform or reduction of fees and taxes.
Expands the definition of "school" for purposes of teacher appreciation grants. Appropriates from the state general fund to the department of education $100,000,000 for the 2019-2020 state fiscal year and $100,000,000 for the 2020-2021 state fiscal year, each for distribution as additional teacher appreciation grant awards to all eligible teachers. Defines "eligible teacher" as an individual teacher who: (1) is eligible to receive a teacher appreciation grant stipend; and (2) is employed by the school corporation at the time of the distribution. Provides that the distribution amount to each school corporation shall be determined on a pro rata basis based on the number of eligible schools and current ADM. Provides that the department of education shall administer the distributions. Provides that distributions to eligible teachers for the 2019-2020 state fiscal year must be made not later than June 30, 2020. Provides that the distributions to eligible teachers for the 2020-2021 state fiscal year must be made at the same time teacher appreciation grants are allocated and distributed to eligible teachers under current law.
Requires a person wishing to sell, trade, or transfer a firearm to another person to transact the sale, trade, or transfer through a firearms dealer (dealer). Specifies certain exemptions. Requires a dealer to complete the sale, trade, or transfer of a firearm if the following conditions are met: (1) The dealer agrees to transact the sale, trade, or transfer of a firearm. (2) The dealer is able to successfully contact the National Instant Criminal Background Check System (NICS). (3) The dealer receives authorization from NICS to complete the sale, trade, or transfer of the firearm. (4) The recipient of the firearm being sold, traded, or transferred: (A) is not otherwise prohibited from possessing a firearm under federal or state law; and (B) is in compliance with all federal and state laws pertaining to the possession and transfer of certain firearms as defined under the National Firearms Act (NFA firearm), if applicable. Allows a dealer to refuse to transact the sale, trade, or transfer of a firearm for any reason. Requires a dealer to abort the sale, trade, or transfer of a firearm when: (1) the seller of a firearm; (2) the intended recipient of a firearm; or (3) both; are not eligible to possess a firearm or an NFA firearm, as applicable. Requires a dealer to abort the sale, trade, or transfer of a firearm if the firearm to be sold, traded, or transferred is: (1) reported lost; (2) reported stolen; or (3) used in the commission of a crime. Provides that a dealer is not required to return payment issued to the dealer for the dealer's role in transacting the sale, trade, or transfer of a firearm in certain instances. Provides a dealer with immunity from civil liability and damages in certain instances. Provides that a person who knowingly or intentionally makes a materially false statement to a dealer for the purpose of completing the sale, trade, or transfer of a firearm commits firearm transfer fraud, a Level 6 felony. Enhances the offense to a Level 5 felony if the person has a prior unrelated conviction for the offense. Provides that a dealer or person who transacts the sale, trade, or transfer of a firearm in violation of certain requirements commits unlawful transfer of a firearm, a Level 6 felony. Provides that the offense is a Level 5 felony if the dealer or person has a prior unrelated conviction for the offense. Specifies certain defenses. Defines certain terms. Makes conforming amendments.
