Specifies that brandy or liquor transferred in bond counts, for the calendar year in which the transfer occurs, toward the gallonage limit for the permit holder that receives the liquor or brandy transferred in bond. Provides that a transfer in bond of liquor or brandy that occurred before July 1, 2025, between the holder of an artisan distiller's permit, a farm winery brandy distiller's permit, or a distiller's permit: (1) is not subject to a provision that restricts the amount of sourced liquor that an artisan distiller may sell; and (2) does not, for purposes of that provision, count toward the amount of sourced liquor that an artisan distiller may sell.

Allows the alcohol and tobacco commission (commission) to refuse to grant or renew or to suspend or revoke a permit if a licensed premises becomes a public nuisance or engages in certain criminal conduct. Allows the commission to temporarily suspend an alcoholic beverage retail permit if certain crimes are committed on the licensed premises and one or more of the following apply: (1) The permit holder failed to take reasonable action to prevent the occurrence of a crime. (2) Multiple crimes have occurred on the licensed premises in the last 12 months. (3) The continued operation of the licensed premises would pose a clear and immediate danger to the safety of the community or the general public. Requires the commission to: (1) provide immediate notice to the permit holder of the time and place of a hearing on the suspension; and (2) hold the hearing not later than five business days after the permit is suspended.

Prohibits, in accordance with the federal Stark Law (42 U.S.C. 1395nn), a referring physician from receiving compensation or an incentive from a health care entity or another physician, who is in the same health care network as the referring physician, for referring a patient to the health care entity or other physician. Provides that the attorney general may investigate certain complaints. Provides that the attorney general may cooperate with federal, state, and local law enforcement agencies in the investigation of certain complaints. Provides that the attorney general may take certain actions when conducting an investigation of certain complaints. Requires the all payer claims data base to publish the physician reimbursement rates as a separate line item for each contract instead of in the aggregate.
