A CONCURRENT RESOLUTION honoring the late Governor Joe Kernan and urging the Indiana Department of Administration to place a memorial bust of Governor Kernan within the State Capitol.
Provides that the General Assembly shall meet at the state capital, at a place designated by law, in odd-numbered years, ending on a date that is appointed by law. Provides that the General Assembly may provide by law that it may: (1) convene outside of regular session; and (2) determine the length, frequency, and procedure by which a session outside of regular session may be called to convene. Provides that if the Governor considers that the public welfare requires it, the Governor may request that the General Assembly meet in a special session under procedures that the General Assembly specifies by law.
Provides that a person who, with the intent to track an individual, and without the individual's knowledge, places a tracking device on an individual or the individual's property commits remote criminal tracking, a Class C misdemeanor. Provides certain exceptions. Increases the penalty to a Class A misdemeanor if the person is the subject of a protective order issued on behalf of the individual. Establishes a sentence enhancement if a person uses a tracking device to commit or facilitate the commission of a felony.
Limits the civil liability of contractors that provide specified services under a contract with the department of child services (DCS).

Provides that evidence concerning a failure to comply with safety belt requirements, including a child restraint system, may be admissible in a civil action. Repeals a provision that failure to comply with a child restraint system does not constitute contributory negligence.
