Prohibits an employer from requiring, as a condition of employment, an employee or prospective employee to receive an immunization against COVID-19 if the immunization would pose a significant risk to the employee's or prospective employee's health or if receiving the immunization is against the employee's religious beliefs. Allows for a civil action against an employer for a violation.

A SENATE RESOLUTION honoring Senator Karen Tallian upon her retirement from the Indiana Senate.

Specifies that a law enforcement agency having possession of a firearm may not destroy the firearm unless the serial number of the firearm was obliterated at the time the law enforcement agency took custody of it. Prohibits a local unit of government, including a law enforcement agency, from conducting a firearm buyback program.

Provides that certain acts by a person or a government entity concerning an individual's vaccination status or whether an individual has an immunity passport are against public policy. Provides that the Indiana department of labor may investigate and issue administrative orders for violations or threatened violations. Establishes a separate private right of action for violations or threatened violations.

Establishes the education policy committee (committee) consisting of four legislative members, the secretary of education, and four alternate legislative members. Provides that the primary function of the committee is to serve as liaison between the legislative and executive branches of government about all matters relating to education policy of the state and the implementation of that policy by the executive branch. Provides that the committee's chair may place on the committee's meeting agenda any topic relating to education policy for discussion by the committee and for the committee to make an advisory recommendation about that topic. Requires the committee to provide an advisory recommendation about the adoption of any rule permitted or required to be adopted under IC 20 or to decline to provide an advisory recommendation about the adoption of the rule. Requires the committee's advisory recommendation or declination to give an advisory recommendation to be published with the text of the proposed rule at the time the proposed rule is published as provided in the rulemaking statute.

Provides that the governing body of a school corporation, a charter school, a state accredited nonpublic school, or an eligible school: (1) may require a student or employee to wear a face mask or face covering on school premises or while using school transportation; and (2) may not require a student or employee to quarantine or isolate unless the student or employee tests positive for COVID-19 or exhibits a symptom of COVID-19. Allows a student or employee who exhibits a symptom of COVID-19 to return to school if the student or employee has a subsequent negative COVID-19 test. Requires a school to adopt a policy concerning a student's or employee's religious and medical needs. Provides that certain governmental entities may make recommendations to, but may not impose certain requirements on, a school concerning the prevention of COVID-19. Makes conforming changes.

Provides that no out-of-state person or entity may enforce or carry out the laws, including administrative rules, of another state to inspect grounds or facilities located in Indiana and used for the production or raising of livestock, poultry, dairy products, or eggs. Provides that only in-state regulators with authority under Indiana law may enforce and carry out the laws, including administrative rules, of Indiana to inspect grounds or facilities located in Indiana and used for the production or raising of livestock, poultry, dairy products, or eggs. Provides that any testimony or evidence regarding any condition or event at grounds or facilities located in Indiana and used for the production or raising of livestock, poultry, dairy products, or eggs is not admissible in any criminal prosecution unless the testimony or evidence is offered under certain conditions.

Adds firefighters to the list of persons whose residential addresses may be restricted on a public property data base Internet web site operated by a unit.

Requires a school board or library board, with certain exceptions, to do the following: (1) Post an agenda at the meeting site that has each agenda item clearly specified. (2) Provide a meeting attendee with a reasonable opportunity to speak regarding an agenda item. (3) Limit all official action to the agenda items. Provides that a meeting that violates these requirements may result in a court action to: (1) void a final action, policy, or decision based upon official action taken at the meeting; or (2) assess civil penalties against the officer or employee responsible for the violation.

Provides that the owner of a vehicle that is at least 15 model years old does not have to apply for a certificate of authority before selling, giving, or disposing of the vehicle to an automotive salvage recycler. Removes the requirement that an automotive salvage recycler must be presented with, and maintain a copy of, a certificate of authority before scrapping a motor vehicle that is at least 15 model years old.
