Local health board and officer limitations.

Limits the time in which an order, mandate, or prohibition issued by a local health board or local health officer may be in effect unless approved by the relevant county executive or city executive. Limits the fines that may be assessed for a violation of the order, mandate, or prohibition. Establishes a cause of action for an individual to file a court action concerning certain enforcement actions taken by a local health officer or local health board.

Executive orders.

Provides that, unless otherwise specifically provided by a statute to the contrary, an executive order issued by the governor expires seven calendar days after the executive order is issued. Provides that a state of disaster emergency declared by the governor may not continue for longer than seven days unless the state of disaster emergency is specifically renewed by a statute enacted by the general assembly. Provides that if the governor declares a disaster emergency the general assembly is required to convene in session not later than the sixth day after the governor declares the disaster emergency to consider whether the disaster emergency should be extended and if any other legislation relating to the disaster emergency is necessary. Provides that such a session is not required if the general assembly is already in session or if the governor notifies the legislative leadership that the disaster emergency will not extend beyond seven days. Provides that a disaster emergency session may not extend beyond 10 calendar days. Provides that for purposes of Article 5, Section 14 of the Constitution of the State of Indiana, a vetoed bill passed at a session of the general assembly must be reconsidered and voted upon as provided in Article 5, Section 14 of the Constitution of the State of Indiana not later than the sine die adjournment of the next regular session that occurs after the session that first passed the bill. Provides that certain health orders issued by political subdivisions expire seven days after they are issued.

Unlawful viewpoint discrimination.

Provides that it is an unlawful discriminatory practice for a financial institution or a governmental entity to refuse to do business with, or otherwise discriminate against, a person because the person supports or is engaged in the lawful commerce of firearms, firearms accessories, or ammunition. Provides an exemption with respect to certain practices engaged in by a financial institution for a legitimate business reason or to comply with the directive of a regulator. Provides for a civil cause of action for a person aggrieved by an unlawful discriminatory practice. Provides that the attorney general may bring a civil action in the name of the state against a person believed to be engaging in, or to have previously engaged in, an unlawful discriminatory practice. Provides that if the attorney general prevails in such an action, the attorney general shall recommend to the governor the discontinuation of state business relations with any person found to have engaged in an unlawful discriminatory practice.

Eligibility for improvement permits.

Requires an improvement location permit to be issued for a structure that conforms to the municipal or county zoning ordinance but shares a parcel with a legal, nonconforming structure.

Statewide mobile food unit license.

Defines "mobile food unit" as a food truck or another mobile unit from which food ready for immediate consumption is provided to the public. Requires the state department of health (state department) to adopt rules establishing: (1) a statewide mobile food unit license; and (2) standards for the licensing, operation, and inspection of mobile food units. Provides that a statewide mobile food unit license authorizes the use of the mobile food unit in any county without: (1) inspection by a county or local health department inspector; (2) obtaining a county or local license or permit; or (3) paying a county or local inspection fee or license or permit fee. Provides that the mobile food unit standards established by the state department: (1) must recognize the advanced technical capabilities of modern mobile food units in the safe and sanitary preparation and handling of food; and (2) must be written to ensure that they will be uniformly interpreted and applied throughout the state. Provides for the inspection of each mobile food unit at least two times per year. Requires the state department to establish license fees and inspection fees.

Right-of-way and thoroughfares.

Prohibits a county from increasing the apparent right-of-way for a county highway by requiring a dedication of additional right-of-way as part of a subdivision plat, and requires the county to acquire additional right-of-way through eminent domain. Prohibits a unit of local government from establishing or expanding a thoroughfare by requiring the dedication of private property as part of a subdivision plat, and requires the unit of local government to acquire private property for the establishment or expansion of a thoroughfare through eminent domain. Prohibits a county and a unit of local government from imposing an additional fee on applicants that file subdivision plats in which the county or unit of local government must proceed with eminent domain.

Constitutional right to farm and ranch.

Provides that the Constitution of the State of Indiana guarantees the right of the people of Indiana to engage in diverse farming and ranching practices. Provides that the general assembly may not pass a law that unreasonably abridges the right of farmers and ranchers to employ or refuse to employ effective agricultural technology and livestock production and ranching practices. Provides that the new constitutional provision does not modify any: (1) provision of the common law; (2) statute relating to trespass or eminent domain; or (3) other property right, existing or previously enacted statute, or existing or previously adopted administrative rule.

Graduation rate calculation.

Provides that a student who withdraws from school after completing grade 10 may not be included in a school's graduation rate if the student's parent submits to the school the following statements while the student is enrolled in grade 8: (1) A statement from the parent affirming that the parent has a sincerely held religious belief against the taking of a photograph and that the student will be withdrawing from school after completing grade 10 in order to complete a career pathway certification or due to the parent's deeply held religious belief. (2) A statement from a member of the clergy of the religious organization of which the parent is a member regarding the prohibition of photography of members of the religious organization. Requires at least one parent of the student to provide proof that the parent has been issued a photo exempt driver's license or identification card.

Deployment of truck safety technology.

Provides that a motor carrier safety improvement that is deployed, implemented, used by, or required by a motor carrier shall not be considered when evaluating an individual's status as an employee, independent contractor, or jointly employed employee.
