Makes possession of low THC hemp extract or a cannabinoid by a minor a Class B misdemeanor. Makes the sale of low THC hemp extract or a cannabinoid to a minor a Class A misdemeanor, and increases the penalty under certain circumstances. Prohibits the sale of a vapor product to a minor and the possession of a vapor product by a minor. Increases the penalty for certain infractions involving minors and tobacco or e-liquids containing nicotine.

Moves, as a general rule, elections of town officers to even-numbered years. Allows a town that has a population of more than 10,000 to pass a resolution to opt out of the general rule. Allows a city to pass a resolution to opt in to the general rule. Increases the amount of time that a voter may remain in the voting booth at a primary, general, municipal, or special election, from four minutes to seven minutes. Makes conforming amendments.

Establishes a tax credit for newborn children, which an eligible taxpayer may claim only in the first taxable year in which a particular newborn child is eligible for the exemption allowed under specified provisions of the Internal Revenue Code. Defines "eligible taxpayer". Provides that the amount of the credit is $500 per newborn child, or $250 per eligible newborn child in the case of a married individual filing a separate return. Prorates the credit in the case of a resident taxpayer residing in Indiana for a period of less than the taxpayer's entire taxable year. Limits the total amount of credits that may be awarded in a calendar year to $10,000. Provides for the expiration of the credit.

Requires a county to use eminent domain to increase the apparent right-of-way for a county highway, instead of by requiring dedication of additional right-of-way as part of a subdivision plat. Requires a county, city, or town (unit) to use eminent domain to expand an existing thoroughfare, instead of by requiring dedication of private property as part of a subdivision plat. Prohibits a unit that must proceed with eminent domain regarding a right-of-way or thoroughfare from imposing an additional fee on an applicant for filing a subdivision plat.

Provides that a recipient may appeal to the legislative body an enforcement action issued or taken by a local health officer under IC 16-20-1 in response to a food establishment inspection. Adds provisions concerning limited meat product sales. Prohibits a grocery store from selling, offering for sale, or distributing an alternative meat product misbranded as a meat product. Requires a food manufacturer to label alternative meat products as "THIS IS AN IMITATION MEAT PRODUCT".

A CONCURRENT RESOLUTION recognizing the National FFA Organization and the Indiana FFA Association for exemplary work in the advancement of agricultural education in Indiana and across the country.

Reduces the period during which in person absentee voting may occur at the office of the circuit court clerk or a satellite office established by the county election board to a 14 day period ending at noon on the day before election day.

Allows a voter to change party affiliation less than 119 days before the primary election and vote in a primary election if the voter has moved to a new election district less than 119 days before the primary election and the voter transfers the voter's registration record. Requires a county voter registration office to automatically affiliate certain voters with a political party and to allow all voters to affiliate or change political party affiliation. Allows a voter to affiliate with a political party when transferring the voter's registration record. Requires a voter who casts a provisional ballot to make an affidavit identifying the voter's political party affiliation.
