Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving card learner's permit and driving card to obtain driving privileges. Provides that a driving card learner's permit and driving card may not be used for federal identification or any other federal purpose. Requires an individual who holds a driving card learner's permit or driving card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle the holder operates in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Makes conforming changes. Makes technical corrections.

Establishes the armed forces reservist tuition supplement program fund (fund). Provides that the fund shall be used to provide annual scholarships to members of a reserve component of the armed forces of the United States, not including the Army or Air National Guard, under certain conditions. Provides that scholarships issued under the fund may be renewed under certain criteria.
Establishes a procedure for the lawful production and sale of cannabis in Indiana. Makes conforming amendments.
Provides, for purposes of provisions of law under which a mentally ill individual may be committed if the individual is dangerous, that an individual may be "dangerous" even though the individual is not inclined toward violent behavior. Amends the provision of law under which an Indiana resident who has a mental illness may be voluntarily admitted to a facility (a hospital, health and hospital corporation, psychiatric hospital, community mental health center, or other institution where an individual with a mental illness can receive rehabilitative treatment and care) to provide that, for purposes of that provision, "mental illness" includes psychiatric and neurobiological brain disorders, including bipolar disorder and major depressive disorder, that sometimes make an individual's performance of the normal activities of everyday life very difficult or impossible. Provides that the voluntary admission of an Indiana resident to a facility by the facility's superintendent may not be limited to Indiana residents who are referred to the facility by a court, the department of child services, a law enforcement agency, or any other officer or entity of state or local government. Provides that whether an individual has insurance coverage and whether the cost of the individual's care may be paid by or on behalf of the individual with private funds may not be considered in determining whether the individual: (1) is admitted to or allowed to continue receiving care in a state institution (an institution that is owned or operated by the state for purposes of the observation, care, treatment, or detention of individuals); or (2) is allowed to receive or continue receiving care from a community mental health center.

Defines a cable-barrier system. Defines a median. Requires the department of transportation to place a cable-barrier system in a median that is not more than 65 feet wide along a highway.
Requires the department of state revenue, the state department of labor, the worker's compensation board of Indiana, and the department of workforce development to report before November 1 of each year for three years, beginning November 1, 2022, to the interim study committee on employment and labor for the immediately preceding state fiscal year: (1) the number of employers that each department or the board determined during the immediately preceding state fiscal year improperly classified at least one worker as an independent contractor; (2) the total number of improperly classified workers employed by those employers; (3) the department's or board's calculation of actual revenue not collected or the additional costs to the state that the department or board attributes to the improperly classified workers; (4) the amount of the penalties and interest assessed against those employers by each department or the board, and the amount of the penalties and interest assessed that has been collected; and (5) the classification criteria used by the department or board to classify workers. Requires that the reports include information only in the form of aggregate statistics and not include information that can be used to identify specific employers or workers.
Removes the assessed value limit for a property tax exemption for an individual or the surviving spouse of an individual who is killed in action or who receives an honorable discharge and is totally disabled or 62 years of age with a disability of at least 10%.
