Provides for a thirteenth check in 2023 and 2024 for certain members, participants, or beneficiaries of the: (1) Indiana state teachers' retirement fund; (2) Indiana public employees' retirement fund; (3) state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan; (4) state police pre-1987 benefit system; and (5) state police 1987 benefit system. Provides for a $50 payment in 2023 and 2024 to members of the Indiana state teachers' retirement fund and Indiana public employees' retirement fund, and to participants of the state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan.

A CONCURRENT RESOLUTION recognizing the National FFA Organization and the Indiana FFA Association for exemplary work in the advancement of agricultural education in Indiana and across the country.
Requires that part of a certified distribution allocated to a county (other than Marion County), subject to a qualified township's application, be allocated among the qualified townships in the county. Provides the calculation for the amount of the allocation. Provides that a qualified township and various fire entities may apply to the county adopting body for a distribution of tax revenue. Provides that the county adopting body shall review an application and shall, before September 1 of a year, adopt a resolution requiring tax revenue to be distributed to a qualified applicant or applicants. Provides that the county adopting body shall provide a copy of the resolution to the county auditor and the department of local government finance. Provides that an adopted resolution submitted in a timely manner to the county auditor and the department of local government finance applies to distributions of tax revenue to the qualified applicant in the following calendar year and each calendar year thereafter until the qualified applicant rescinds the application. Provides that a qualified applicant that wishes to rescind its application under this subsection must notify the county adopting body in writing. Provides that if the county adopting body receives a qualified applicant's written notice to rescind its application, the county adopting body shall adopt a resolution rescinding the qualified applicant's distribution before September 1 of a year and shall provide a copy of the resolution to the county auditor and the department of local government finance.
Establishes the vision zero task force (task force) to study and make recommendations concerning: (1) the reduction and prevention of fatalities on roads and highways; and (2) other driving safety issues. Requires the task force to file an annual report with the interim study committee on roads and transportation. Requires the legislative services agency to provide staff support for the task force.
Requires the governor to administer a program under which historical murals depicting milestones in Indiana's history as a territory and a state will be created and permanently displayed in prominent places around the state capitol campus in celebration of the 2026 semiquincentennial of the United States. Provides that the governor shall consult with specified individuals concerning the selection of historical murals for placement around the state capitol campus, at least one of whom must be an individual from a minority group. Empowers the governor, in collaboration with the department of administration, to decide the number and size of the historical murals, the locations where the historical murals will be displayed, the milestones of Indiana history to be depicted, and the design and terms of the competitive process through which artists will be chosen to create the historical murals. Specifies that the department of administration shall do the following: (1) Determine the manner by which a mural is displayed. (2) Provide for the mural's maintenance and upkeep. (3) Ensure that each label or plaque that will be fixed on or near each historical mural is accessible to an individual who has a vision impairment or a hearing impairment.
Provides that an issuer of Medicare supplement policies or certificates (issuer) is prohibited from denying, conditioning the issuance or effectiveness of, or discriminating in the pricing of a Medicare supplement policy or certificate because of the health status, claims experience, receipt of health care, or medical condition of applicants who meet certain conditions. Prohibits an issuer from charging a non-age eligible individual more for a Medicare supplement policy or certificate than the issuer's weighted average premium rate. Requires an issuer to make a Medicare supplement policy or certificate available to any applicant who, without regard to age, is eligible for benefits under Medicare Part B. Prohibits an issuer from denying, conditioning the issuance or effectiveness of, or discriminating in the pricing of a Medicare supplement policy or certificate because of the health status, claims experience, receipt of health care, or medical condition of an individual who changes coverage from a Medicare supplement policy or certificate issued by an issuer to a Medicare supplement policy or certificate issued by another issuer if the former Medicare supplement policy or certificate and the latter Medicare supplement policy or certificate are of the same Medicare supplement plan.
