Agricultural programs.

Creates the pork market development program (pork program) and the soybean market development program (soybean program). Specifies that the pork program and soybean program apply only if assessments are not levied and collected under federal law. Requires the Indiana Pork Producers Association, Inc., to administer the pork program and the Indiana Soybean Alliance to administer the soybean program. Establishes various procedures and requirements for operating the pork program and the soybean program. Makes technical corrections.

Tourism improvement districts.

Provides that a person may circulate a petition to create a tourism improvement district (district) within the territory of a county, city, or town (local unit). Specifies the contents of the tourism improvement district plan that must be filed with a petition to establish a district. Provides that the legislative body of the local unit may require in the district plan that the boundaries of the district be drawn to: (1) exclude businesses; or (2) prevent overlap of the district with another area or district in which a special assessment is imposed. Provides that owners of businesses located within a district may be charged a special assessment to fund improvements and other district activities. Provides that, after a hearing on a petition to establish a district, a local unit's legislative body may adopt the ordinance establishing the district only if it determines that the petition has been signed by: (1) at least 50% of the owners of businesses within the proposed district; and (2) the owners of businesses within the proposed district that constitute more than 50% of the revenue to be collected from the special assessments. Requires the county, city, or town legislative body, at the public hearing on the establishment of a district, to hear from each individual business owner that wishes to make a request for exclusion from the district. Specifies the contents of the ordinance establishing a district and the length of time for which a district may exist. Allows a district to issue bonds and specifies the term of any bonds issued. Provides that a district may be renewed. Sets forth an annual 30 day period in which the owners of the businesses in the district may request disestablishment of the district under specified conditions. Requires the local unit to contract with a private nonprofit district management association to administer and implement the district's activities and improvements. Excludes from inclusion within a district: (1) property that receives a homestead standard deduction; (2) property used for single family residential housing; and (3) property used for multi-unit residential housing.

Election of IURC commissioners.

Provides for nonpartisan election of the five members of the Indiana utility regulatory commission (IURC) beginning with the 2026 general election. Provides that a candidate for election to the IURC: (1) must have resided in Indiana for at least one year before the election; and (2) may not have any official or professional relationship or connection with, hold any stock or securities in, or have any pecuniary interest in a utility or a person with an interest in a utility. Provides that a: (1) candidate for election as a member of the IURC; or (2) candidate's committee of a candidate for election as a member of the IURC; may not solicit or accept a contribution from a utility, or from a person with an interest in a utility, for the duration of the candidate's candidacy for election as a member of the IURC.

Landlord-tenant matters.

Requires a landlord to provide and maintain a rental premises that is free from the following: (1) Pests, including rodents and invasive insects. (2) Mold. (3) Rot. Sets forth a procedure for a tenant to use to initiate a request for repairs. Requires, under certain circumstances, a landlord to repair or replace an essential system not later than 72 hours after being notified by a tenant that the tenant's rental unit is without essential services. Defines "essential services" and "essential system". Allows for certain remedies to the tenant for the landlord's noncompliance, including a procedure for the deposit of rent that is due with the clerk of the court if the landlord fails or refuses to make repairs or take remedial action. Provides that, after June 30, 2026, a landlord may not manage a rental property in Indiana unless the landlord: (1) is authorized to do business in Indiana; (2) maintains an office at one or more physical locations in Indiana; or (3) appoints an Indiana licensed real estate broker or broker company to manage the rental property.

Medicaid coverage for health related social needs.

Requires the office of the secretary of family and social services to apply, not later than October 1, 2026, for approval of a Section 1115 Medicaid demonstration waiver to provide coverage for health related social needs.

Elimination of sales tax on household utility use.

Provides that a power subsidiary or a person engaged as a public utility is not a retail merchant making a retail transaction when the subsidiary or person furnishes or sells electrical energy, natural or artificial gas, water, steam, or steam heating service to a person for domestic consumption.

Remediation of tax sale parcels.

Permits a county treasurer to require purchasers of designated parcels of real property that are: (1) located in a consolidated city; and (2) subject to tax sale, and purchased at or as a separate part of a tax sale; to submit remediation plans describing how the purchasers will bring the parcels of real property into compliance with a building code or ordinance of a consolidated city after the redemption period ends.

Food matters.

Establishes a two year moratorium on the sale of cultivated meat products in Indiana. Prohibits a person from misbranding a cultivated meat product as a meat product. Provides that the cultivated meat product is misbranded as a meat product if the cultivated meat product is: (1) advertised; (2) labeled; or (3) offered for sale or sold; in a manner that does not clearly indicate that it is a cultivated meat product or not in accordance with rules adopted by BOAH. Requires BOAH to administer the chapter.

Mobile home communities and manufactured homes.

Provides that, for purposes of the Indiana department of health's enforcement of statutes governing mobile home communities, if the owner of a mobile home community is provided written notice from a water utility that the mobile home community will be disconnected from water service, the mobile home community is in violation of the mobile home community's statutory obligation to provide water as of the date on which the owner is provided the notice. Provides that the owner of the mobile home community and the Indiana department of health must receive written notice at least 30 days before the notice that the water service will be disconnected. Authorizes a court to appoint a receiver upon request by a utility providing electric, gas, water, or wastewater utility service to a mobile home community when the property owner has failed to pay: (A) invoiced utility bills for a period greater than 90 days from the due date; or (B) amounts due under a curative payment plan for a period of at least 60 days from the initial due date prescribed under the payment plan. Specifies that a comprehensive plan or ordinance adopted by a county, city, or town may not categorically preclude installation of all manufactured homes that meet specified requirements as permanent residences on a lot on which any other type of dwelling unit may be placed. Provides units may adopt standards and requirements in the comprehensive plans and ordinances that preclude manufactured homes that exceed 12 feet in width and 500 square feet of occupied space but may not preclude manufactured homes that exceed the standards and requirements in current law of 23 feet in width and 950 square feet of occupied space.
