Subject to available funding, requires the department of transportation to construct, in locations where practical and necessary, lanes and signs at railroad crossings on state highways.

A CONCURRENT RESOLUTION honoring Indiana University in recognition of its Bicentennial Anniversary on January 20, 2020.
Provides that a homeowners association may require certain screening and preapproval procedures before an owner of a dwelling unit may install a solar energy system. Prohibits a homeowners association of a housing development constructed after June 30, 2020, from adopting rules, covenants, declarations of restrictions, and other documents that would prohibit the installation of solar energy systems.
Makes an appropriation from the state general fund to the department of transportation for the purposes of addressing the significant nationwide pilot shortage and providing opportunities in the fields of science, technology, engineering, and mathematics (STEM). Provides funding to: (1) finish the interior of a new building at Indy South Greenwood Airport constructed to be used by youths in educational and training programs designed to promote aviation and careers in aviation; and (2) supply a training center associated with the educational and training programs with necessary equipment and teaching aids.
Makes an appropriation to the department of homeland security to facilitate the design, prototyping, fabrication, and installation of the American First Responders Memorial Monument.
Requires the Indiana housing and community development authority, the family and social services administration, the state department of health, and the department of child services to obtain veteran status information from applicants or individuals receiving services by asking: (1) "Have you served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". (2) "Are you the surviving spouse of someone who served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". Provides that the agencies must state that applicants and other individuals have the option to decline to answer the questions. Requires the agencies to keep the information submitted or obtained in a data base and to share the information with the Indiana department of veterans' affairs. Allows the Indiana department of veterans' affairs to use the shared information to develop outreach programs for veterans and their families.
