Increases the penalty for operating a motor vehicle containing passengers during the initial 180 day probationary period after issuance of a driver's license and permits license suspension for a violation. Allows a court to suspend the license of a person convicted of operating a motor vehicle after failing to take a prescribed medication.

Allows an employee who is reporting misconduct concerning the execution of a public contract to make an oral report or a report by electronic mail. (Current law requires that such a report be in writing.)

A CONCURRENT RESOLUTION directing the Congress of the United States to propose to the several states an amendment to the United States Constitution concerning the membership of the United States Supreme Court.

Allows the Marion County superior courts to appoint 27 full-time magistrates after December 31, 2021, not more than 14 of whom may be from the same political party.

Recognizing January 11th as Human Trafficking Awareness Day.

Requires a judgment debtor to notify the court within 90 days of a change in certain circumstances. Provides that a judgment debtor who fails to notify the court within 90 days commits a Class C misdemeanor.

Provides that, subject to certain specified exceptions, a homeowners association may not: (1) prohibit the owner of a dwelling unit from installing a solar energy system; (2) impose unreasonable limitations on the owner's ability to install or use a solar energy system; or (3) require the removal of a solar energy system that has been installed. Provides, however, that a homeowners association may require preapproval by the homeowners association of the location of a solar energy system and of the manner in which the solar energy system is installed. Applies only to rules, covenants, declarations of restrictions, and other governing documents adopted or amended by a homeowners association after June 30, 2021.

Requires the family and social services administration, the department of education, the commission for higher education, and the professional licensing agency (agencies) to include the following questions in an application for a benefit, financial assistance, a service, or a professional credential: (1) "Have you served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". (2) "Are you the surviving spouse of someone who served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". Provides that the applications must state that the applicant has the option to decline to answer the questions. Requires the agencies to keep the information submitted in a data base and to share the information with the Indiana department of veterans' affairs. Allows the Indiana department of veterans' affairs to use the shared information to develop outreach programs for veterans and their families.

Provides that the chief of a city police department or town board of metropolitan police commissioners has the sole authority to make general or special orders to the police department establishing the department's procedures and policies, including use of force policy. Provides that the city or town may not prohibit or restrict a member of the police department from using a force option consistent with the standards and training regarding the lawful use of force adopted by the law enforcement training board. Provides that the law enforcement training board may establish standards for training programs that, if not adhered to, constitute grounds for decertifying the program.

Requires the Indiana veterans' affairs commission to provide veterans with a list of: (1) services available to veterans in Indiana; (2) state agencies that offer services to veterans in Indiana; and (3) the telephone numbers, Internet web sites, and addresses of the agencies that offer services to veterans. Requires the office of the secretary of family and social services, the department of education, the commission for higher education, the department of workforce development, and the professional licensing agency (agencies) to include in an application for a benefit, financial assistance, a service, or a professional credential questions asking: (1) "Have you served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". (2) "Are you the surviving spouse of someone who served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?".
