Requires the owner of a pier or public access site on Lake Michigan to install public rescue equipment, including at least one ring life buoy, on the pier or public access site. Establishes requirements concerning ring life buoys installed on piers and public access sites. Provides that the end of the buoy line must not be secured to the shore. Requires a unit of local government that owns one or more piers or public access sites on Lake Michigan, at least twice per year, to publish on the unit's website a report on lakefront drownings that occur within 50 feet of the unit's piers or public access sites. Provides that if more than one fatal drowning occurs not more than 50 feet from a particular pier or public access site in a span of five years, the owner of the pier or public access site: (1) disseminate in the area of the pier or public access site a water safety plan pertaining to the pier or public access site; and (2) upgrade the public rescue equipment installed on the pier or public access site, such as by installing equipment that automatically contacts the local 911 service in an emergency.

Requires a school employer to bargain collectively class size, health and safety matters, and teacher preparation time with an exclusive representative.
Requires the election division to create an electronic roster of local elected officials that contains certain information about all individuals who hold a local or school board office. Requires circuit court clerks and town clerk-treasurers to enter information into the roster not later than January 1 after an election and whenever an individual is selected to fill a vacancy in a local office.
Provides that a parcel of land that: (1) is at least one-tenth of an acre in size; and (2) contains wetlands, as delineated by a person certified in wetland delineation; may be classified as wildlands for purposes of property tax assessment.
Requires the department of environmental management (department) to establish and administer the greenhouse gas emissions inventory grant program. Provides that the department may award a grant to a town, city, or county that partners with the Indiana Sustainability Development Program or any other accredited college or university in Indiana to conduct a greenhouse gas emissions inventory. Provides the maximum amount of money the department may award in a grant to a town, city, or county based off of the population of the town, city, or county. Establishes the greenhouse gas emissions inventory fund. Makes an appropriation.
Requires the individual or entity having authority over a public school building to test for radon in the lowest level of the school building before January 1, 2026, and report the test results to the Indiana department of health (state department). Requires the state department to record the test results in a data base and use the data base in its efforts to reduce the health risks of radon.
Provides that the polls open at 7 a.m. and close at 7 p.m. (Under current law, the polls open at 6 a.m. and close at 6 p.m.)
Permits a voter to register at the polls by: (1) completing a voter registration form along with an affirmation that the person has not voted elsewhere in the election; and (2) providing proof of residence. Makes conforming changes.
Requires the department of education (department) to determine the amount of money that was: (1) intended to be distributed to school corporations; (2) reverted in the state fiscal year beginning July 1, 2010, and ending June 30, 2011; and (3) not replaced through appropriations made in subsequent years. Requires the department to distribute the money to school corporations for the purpose of replacing the reverted money. Makes an appropriation.
Requires a firearm owner to: (1) keep the firearm locked and unloaded; and (2) store firearm ammunition in a location separate from the firearm; when the firearm owner is not present or a minor is present in a home or vehicle where a firearm is located. Makes the knowing, intentional, or reckless violation of this requirement a Level 6 felony.
