Provides a 25% state tax credit for contributions made to a public school foundation for taxable years beginning after December 31, 2023, and before January 1, 2026. Provides that the amount allowable as a credit in a taxable year may not exceed: (1) $1,000 in the case of an individual filing a single return or a corporation; or (2) $2,000 in the case of a married couple filing a joint return. Provides that the maximum amount of credits that may be awarded in a state fiscal year may not exceed $100,000.

Requires each public school to provide curricular materials at no cost to each student enrolled in the public school. Establishes the curricular materials fund (fund) to provide state advancements for costs incurred by public schools in providing curricular materials to students at no cost. Provides that the department of education shall administer the fund. Provides that money in the fund is continually appropriated. Provides that a governing body or organizer of a charter school: (1) may purchase from a publisher any curricular materials selected by proper officials; (2) may rent curricular materials to certain nonpublic schools; and (3) may not rent the curricular materials to any student enrolled in any public school. Repeals a requirement that a school corporation must offer curricular materials at a reasonable rate to a family that moves during the school term. Repeals a requirement that a township trustee must use specified accounting methods for a curricular materials rental fund. Makes conforming changes. Appropriates from the state general fund to the office of the secretary of family and social services an amount sufficient to meet maintenance of effort requirements in the state budget for the biennium beginning July 1, 2023, and ending June 30, 2025. Appropriates from the state general fund an amount sufficient to fully fund advancements and reimbursements from the curricular materials fund in the state budget for the biennium beginning July 1, 2023, and ending June 30, 2025.
Requires a school employer to bargain collectively class size, health and safety matters, and teacher preparation time with an exclusive representative.
Provides that the amounts currently distributed from the motor vehicle highway account and the local road and street account to counties, cities, and towns based upon the proportionate share of road and street mileage shall instead be distributed based on the proportionate share of road and street vehicle miles traveled. Provides that the Indiana department of transportation shall establish guidelines outlining the procedures required to determine vehicle miles traveled.
Requires the office of family and social services to, for the state fiscal years beginning after June 30, 2023, award twice the number of prekindergarten pilot program grants in Marion County as are awarded in Marion County in the state fiscal year beginning July 1, 2022, and ending June 30, 2023.
Provides that if a school corporation employs or contracts with: (1) an occupational therapist to provide occupational therapy services; or (2) a physical therapist to provide physical therapy services; to students with a disability, the school corporation shall ensure that the maximum student to therapist caseload does not exceed fifty (50) students per each full-time therapist. Requires consent before occupational or physical therapy services may be provided.
Requires the Indiana department of health (department) to establish state maximum contaminant levels for PFAS in water provided by public water systems. Provides that maximum contaminant levels established by the department: (1) must be protective of public health, including the health of vulnerable subpopulations; and (2) may not be less stringent than any maximum contaminant level or health advisory promulgated by the United States Environmental Protection Agency.
Creates a commission to study the impact of climate change in Indiana and annually report findings and recommendations to the legislative council and the governor from December 1, 2023, to December 1, 2027.
Prohibits a person from keeping or storing a loaded firearm on any premises controlled by the person if the person knows, or reasonably should know, that a child is likely to gain access to the firearm. Provides that a child's possession of a firearm resulting from a person's knowing or intentional failure to secure a firearm is a Class C misdemeanor. Provides that the offense is a Class B misdemeanor if the person has a prior unrelated conviction for the offense. Specifies certain defenses. Provides that a child's use of an unsecured firearm resulting in injury or death to any other person due to a person's knowing or intentional failure to secure a firearm is a Class A misdemeanor. Provides that the offense is a Level 6 felony if the person has a prior unrelated conviction for the offense. Specifies certain defenses. Specifies certain sign requirements for retail dealers. Defines certain terms. Makes conforming amendments.
