Provides that a local health department, the health and hospital corporation of Marion County, a county, a municipality, or a township may not adopt or enforce a law, rule, ordinance, or resolution that prohibits or regulates, including by requiring a license, permit, or fee, the sale of lemonade or other nonalcoholic beverages from a stand on private property by an individual who is less than 18 years of age. Provides that the individual who operates the stand must comply with certain requirements. Provides that a stand is not considered a food establishment and does not require a certified food protection manager. Provides that the governing documents of a homeowners association may not prohibit or regulate, including by requiring a permit or fee, the sale of lemonade or other nonalcoholic beverages from a stand on property located in the subdivision by an individual who is less than 18 years of age. Provides that a homeowners association: (1) does not owe a duty of care to persons participating in a beverage sale; and (2) is not liable for any injury to persons participating in a beverage sale; except for willful or wanton acts or gross negligence of the homeowners association.
Allows a county, city, or town (unit) to be reimbursed for some or all of a police officer's employment and training costs from a unit that subsequently employs the police officer less than three years after police officer completes the law enforcement basic training course. Provides that "police officer" does not include a town marshal or town marshal deputy. Provides that if any unit does not claim reimbursement from a subsequent employing unit, any reimbursement right is terminated. Requires a subsequent employer to notify the police officer in writing if the previous employer did or did not submit a claim for reimbursement. Requires a written notification be provided to a police officer before hiring that informs the officer of the employer's right to obtain reimbursement from a subsequent employer.

Provides that an individual who is issued an electronic device by the state of Indiana for purposes of the individual's work for or on behalf of the state of Indiana may not: (1) install the TikTok application on the electronic device; or (2) use the electronic device to access the website of a corporation that owns and distributes the TikTok application. Requires the office of technology (office) to configure any electronic device managed by the office such that: (1) the TikTok application cannot be installed on the electronic device; and (2) the electronic device cannot be used to access the website of a corporation that owns and distributes the TikTok application. Requires a state educational institution to configure the state educational institution's information technology equipment and services to prevent access to the website or other Internet enabled services of TikTok through the state educational institution's information technology equipment and services.
Establishes an additional sentencing modification procedure for certain individuals and requires that the department of correction annually review inmate records and transmit certain information to specified persons.
Requires an adult oriented website operator that displays material harmful to minors to use a reasonable age verification method to prevent a minor from accessing an adult oriented website. Creates a cause of action to permit: (1) the parent or guardian of a child harmed by a violation of the age verification requirement to obtain monetary damages, injunctive relief, and reasonable attorney's fees; and (2) any other person to bring an action to obtain injunctive relief and reasonable attorney's fees. Prohibits a person that conducts age verification from retaining the identifying information of an individual seeking to access an adult oriented website that displays material harmful to minors, and permits an individual whose identifying information is retained to bring an action to obtain monetary damages, injunctive relief, and reasonable attorney's fees.
Authorizes the attorney general to assess a civil penalty of $1 million on a corporation with a market capitalization of at least $100 billion for each instance in which the corporation knowingly makes available child sexually abusive material, and establishes a procedure for the investigation of a complaint relating to child sexually abusive material. Establishes the child sexually abusive material facilitation prevention fund. Specifies that money in the fund shall be used to: (1) fund the Internet crimes against children fund; and (2) offset forgone tax remittances. Makes an appropriation.
Requires the department of education to prepare a report to the general assembly compiling certain data over a 40 year period. Provides that the parents of any high school student may request a transfer from a school corporation in which the student has a legal settlement to a transferee school corporation in Indiana if the student may be better accommodated by the athletics program offered by the public schools of the transferee corporation.
