Provides that an interscholastic athletic event conducted, organized, sanctioned, or sponsored by the Indiana High School Athletic Association (IHSAA) must require that a person born as a male may not participate in or compete: (1) against an athletic team composed of persons born as females; or (2) in an individual sport against a person born as a female. Provides that, for athletic sports programs or intramural sports programs for grade 6 through grade 12, a person born as a male may not participate in or compete: (1) against another athletic team composed of persons born as females; or (2) in an individual sport against a person born as a female.

Requires a mobile home community operator (operator) to notify affected owners in writing not later than 30 days before the operator lists for sale or petitions for the rezoning of any parcel on which a mobile home or manufactured home in the mobile home community (community) is located. Requires an operator to provide all owners of mobile homes or manufactured homes in the community with written notice not less than 120 days prior to its closure. Provides that an operator who violates these requirements commits a deceptive act that is actionable by the attorney general or a consumer.
Provides that a manufacturer or distributor may not offer, directly or indirectly, a vehicle right of use subscription program to the general public in Indiana or otherwise engage in a vehicle right of use subscription program in the state. Provides that a manufacturer or distributor may only offer a vehicle right of use subscription program to the general public if done through, or in partnership with, a franchised motor vehicle dealer licensed under this article that is of the same line make affiliated with the manufacturer or distributor.
Provides the parole board with the authority to consider and determine rehabilitation based early discharge for an inmate committed to the department of correction, except for an inmate who receives a sentence of death or life without parole. Provides that the parole board may allow a parolee to travel out-of-state for work related matters. Provides that certain inmates discharged from parole shall be released to the committing court if the sentence included a period of probation. Provides that before making its recommendation regarding an application for commutation of sentence, pardon, reprieve, or remission of fine or forfeiture, the parole board shall consider whether before or during confinement the petitioner participated in or obtained a certificate or diploma through: (1) a high school or high school equivalency program; (2) a postsecondary education program; (3) an adult education program; (4) a job training program; (5) a career and technical education program; or (6) any other academic educational program that may reduce the inmate's likelihood to recidivate after discharge. Makes conforming changes.
Requires a hospital or ambulatory outpatient surgical center to provide each patient, patient's guardian, or patient's health care representative with a good faith estimate (estimate) of all charges and fees associated with certain medical procedures and services. Requires an estimate to be provided to a patient upon: (1) the patient's discharge from the hospital or ambulatory outpatient surgical center; or (2) the conclusion of a medical examination or procedure. Specifies that an estimate is not a legally binding contract or estimate concerning the: (1) allowable; (2) total; or (3) final; cost for a medical examination, procedure, or other service. Requires a revised estimate to be provided not later than 30 days after the date specified on an original estimate. Prohibits a hospital or ambulatory outpatient surgical center from charging a fee for the service of providing an estimate to a patient. Provides that a contract or contract provision may not prohibit a hospital or ambulatory outpatient surgical center from providing an estimate to a patient when required. Defines certain terms.
