Regulation of towing services.

Requires a local law enforcement agency to establish a written policy or enter into a contract for a towing rotation for emergency towing. Requires a towing company to release property to an owner not later than 24 hours after partial payment is received for an invoice. Adds requirements for an itemized invoice provided by a towing company. Requires a towing company to create a rate sheet. Establishes rates a towing company may charge for fees for emergency towing or private property towing. Establishes a towing complaint process and the towing complaint advisory board.

Causes of action.

Limits a civil cause of action concerning a public nuisance. Prohibits certain causes of action against a property owner, a business owner, or a third party business operator for a criminal act committed by another person: (1) on the property; (2) at the business; or (3) on a premises, owned by another person.

Driving privilege cards.

Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.

Limitation on cost sharing.

Requires an insurer, an administrator, and a pharmacy benefit manager to apply the annual limitation on cost sharing set forth in the federal Patient Protection and Affordable Care Act under 42 U.S.C. 18022(c)(1). Provides that an insurer, an administrator, and a pharmacy benefit manager may not directly or indirectly set, alter, implement, or condition the terms of health insurance coverage based in part or entirely on information about the availability or amount of financial or product assistance available for a prescription drug. Requires, before December 31 of each year, each insurer and administrator to certify to the insurance commissioner that the insurer or administrator has fully and completely complied with the cost sharing requirements during the previous calendar year.

Use of aerial photography.

Requires an insurer that provides property insurance coverage to a named insured to take certain actions when the insurer uses aerial images to aid in its determination to not renew property insurance coverage for a named insured.

Towing service rates.

Requires a tow truck operator to provide an owner of a vehicle, if the owner is present at the time of a tow, with a rate sheet listing the cost and charging rate for each service. Provides that assessing a cost or charging a rate in excess of the applicable cost or charging rate displayed on a rate sheet constitutes a deceptive act. Requires a rate sheet to be displayed at a towing company's place of business and provided to any patron or customer upon request.

Civil proceeding advance payment contracts and commercial litigation financing.

Prevents a CPAP provider from making any decision, having any influence, or directing the consumer claimant or the consumer claimant's attorney with respect to the conduct of the underlying civil proceeding. Provides that a commercial litigation financier may not provide funding to a commercial litigation financing agreement that is financed by a foreign entity of concern. Prevents a party from sharing information subject to a court order to seal or protect that is received in the course of the civil proceeding with a commercial litigation financier. Provides that a commercial litigation financier may not make any decision, have any influence, or direct the plaintiff with respect to the underlying civil proceeding. Specifies that a commercial litigation financing agreement is subject to discovery. Requires the plaintiff or the plaintiff's attorney to provide written notice of a commercial litigation financing agreement if the agreement is directly or indirectly financed by a foreign person.
