Establishes the county service officers' grant fund to provide grants to fund county service officers. Authorizes wagering on video gaming terminals in licensed congressionally chartered veterans' service organizations. Establishes a licensing structure for participants in video gaming.

Establishes a gift package permit that allows a person who: (1) is solely engaged in the retail sale of gifts and flowers; and (2) does not have an interest in an alcoholic beverage permit; to sell and deliver gift packages that contain gifts, flowers, floral arrangements, potted plants, and beer and wine. Establishes requirements for: (1) hours; (2) verifying the age of purchasers and recipients; and (3) record keeping; of sales and deliveries of gift packages. Allows a minor to be on the licensed premises of a business with a gift package permit. Establishes a fee of $100 annually for a gift package permit that is deposited into the enforcement and administration fund of the alcohol and tobacco commission.
Provides that, after June 30, 2020, a law enforcement officer or a school security officer must complete 40 hours of certified school resource officer training before the law enforcement officer or school security officer may be employed by or enter into a contract with a school corporation or charter school to provide school security services during normal school hours.
Provides that a person who smokes or vapes in a motor vehicle while a minor is present in the motor vehicle commits a Class B infraction. Enhances the penalty for the offense for certain prior offenses.
Adds a definition of "training course" for purposes of the training requirement that is applicable to the members of a school corporation's governing body. Provides that the department of education (department) shall work with the department of local government finance and the Indiana education employment relations board to create the training course. Provides that, beginning after December 31, 2020, each newly elected or appointed member of a school corporation's governing body shall attend the training course created by the department. Provides that reelected and reappointed members of a governing body are required to attend the training if at least four years have passed after the date on which the individual's term ended. Provides that a school corporation may pay the training expenses of a member of the governing body from the school corporation's operations fund without appropriation.
