Establishes the first time home buyer savings program (program) for the purpose of assisting first time home buyers who seek to open a first time home buyer savings account (account) at a financial institution to save money for the purchase of a single family residence. Requires the Indiana housing and community development authority to administer the program, to prepare and supervise the issuance of public information concerning the program, and to prescribe various forms for use by financial institutions that choose to offer accounts. Specifies that: (1) money in an account (including all earnings or interest on an account) is exempt from taxation in Indiana; and (2) withdrawals from an account used for a down payment and allowable closing costs for the purchase of a single family residence; are exempt from state adjusted gross income taxation. Creates a state adjusted gross income tax credit for contributions to an account (credit) in an amount equal to the lesser of: (1) 20% multiplied by the amount of the total contributions made to the account during a taxable year; or (2) $5,000. Requires repayment of all or a part of the credit in a taxable year in which the taxpayer withdraws funds from an account for purposes other than payment of a down payment and allowable closing costs.
Provides that the chapter regarding the limitation on the issuance of injunctions for labor disputes does not apply to a case to obtain a workplace violence restraining order to protect an employee from unlawful violence or a credible threat of violence solely related to a dispute arising between two employees over their own personal controversy if the dispute does not involve claims governed by a collective bargaining agreement.
Requires the Indiana department of veterans' affairs to establish and administer a hyperbaric oxygen treatment program (program) to make grants to certain providers to provide diagnostic testing and hyperbaric oxygen treatment to qualified service members. Establishes program requirements. Requires the Indiana department of health to: (1) issue a request for proposals to offer treatment under the program; and (2) adopt rules to implement these provisions, including rules concerning program eligibility, treatment plan requirements, criteria for approving payments for treatment, and confidentiality. Provides that funding for the program is paid from the military family relief fund. Makes conforming amendments related to the sunset of the hyperbaric oxygen treatment pilot program.
Requires a broker company to deposit funds belonging to others into a trust account that the broker company maintains. Requires that residential real estate sales disclosure forms include disclosures by an owner that a property is located within a locally designated historic district. Requires that residential real estate sales disclosure forms include disclosures by an owner of any conservation easement. Requires the Indiana professional licensing agency in consultation with the Indiana real estate commission to perform annual and random audits for compliance of more than one percent (1%) but less than ten percent (10%) of the practitioners who hold a broker's license required to take continuing education courses. Provides that to become a managing broker, an individual, among other things, must: (1) hold an active broker's license for at least three years; and (2) pass a written examination.
