Study of collaborative care.

Requires the department of child services to study: (1) rates of; and (2) potential barriers to; participation in collaborative care by children who age out of foster care, and report the results of the study to the general assembly not later than November 1, 2023.

Dissolution of towns.

Repeals a statute relating to the dissolution of a small town (a town with a population of less than 500) and included towns in Marion County. Restates this statute and additionally provides that if the county election board of the county in which the greatest percentage of the population of a small town is located finds that the town has not elected town officers during the preceding 10 years, that county election board shall certify that fact to the county executive of each county in which the town is located. Removes from the statute as a reason for dissolving a small town that the town has not had a "functioning town government" during the preceding 10 years. Provides the following if a small town is dissolved: (1) The property owned by the dissolved town after payment of debts and liabilities shall be disposed of by the county executive of the county in which the property is located. (2) Any money remaining after payment of the dissolved town's debts and liabilities shall be deposited in the general fund of each county in which the town was located, in proportion to the assessed value of the dissolved town located in each county. (3) Beginning with the date of the town's dissolution, the following apply: any town ordinance relating to the town's budget, tax rates, and tax levies for the calendar year is void; a budget, tax rate, and tax levy may not be certified for the dissolved town; any distribution of funds due to the town from the state shall be paid to the county; and the county shall deposit any distribution payments made by the state in the county's general fund. (4) Dissolution of the town does not affect the validity of a contract to which the town is a party. (5) After dissolution, the books and records of the dissolved town become the property of the county executive of the county in which the greatest assessed value of the dissolved town was located. (6) Provides that if a dissolved small town was located in more than one county, the county executives may enter into appropriate agreements concerning the disposition of the property of the dissolved town, access to the town records, and other matters considered relevant by the county executives of the respective counties.

Advanced practice registered nurses.

Removes the requirements that an advanced practice registered nurse (APRN) have a practice agreement with a collaborating physician. Removes a provision requiring an APRN to operate under a collaborative practice agreement or the privileges granted by a hospital governing board. Repeals law concerning the audit of practice agreements. Allows an APRN with prescriptive authority to prescribe a schedule II controlled substance for weight reduction or to control obesity. Makes conforming changes.

Processing, counting, and tabulating ballots.

Establishes definitions in election law relating to processing, counting, and tabulating ballots. Defines the process for retracting ballots. Provides that each paper ballot that is to be read by a machine must be marked with a code that permits the votes associated on the ballot to be retracted if a county's voting system has an approved feature that is able to retract a ballot. Provides that a voter who votes on a ballot that is to be scanned by a machine, whether the voter votes on election day or votes early, shall be permitted to place the voter's ballot into the ballot reading machine under the supervision of the precinct election board or the county election board. Provides that absentee ballots may not be tabulated before 6 p.m. on election day. Makes other changes to the statute describing the counting of absentee ballots to conform with these changes.

County highway supervisors.

Establishes a grant-in-aid subsidy for a county highway supervisor's annual salary. Makes an appropriation.

Firearms matters.

Repeals the law that requires a person to obtain a license to carry a handgun in Indiana. Specifies that certain persons who are not otherwise prohibited from carrying or possessing a handgun are not required to obtain or possess a license or permit from the state to carry a handgun in Indiana. Prohibits certain individuals from knowingly or intentionally carrying a handgun. Creates the crime of "unlawful carrying of a handgun" and specifies the penalties for committing this crime. Allows particular individuals who do not meet the requirements to receive a handgun license and are not otherwise prohibited to carry a handgun in limited places. Allows a resident of Indiana to obtain in certain circumstances a license to carry a handgun in Indiana. Makes theft of a firearm a Level 5 felony. Defines certain terms. Makes conforming amendments and repeals obsolete provisions.

Sheriff's sale in mortgage foreclosure action.

Allows the sheriff to conduct a public auction electronically. Prohibits certain persons and entities from purchasing a tract at a sheriff's sale. Requires each person bidding at a sheriff's sale to sign a statement containing a notice of the law and certain affirmations. Raises the amount that a sheriff can charge for administrative fees from $200 to $300. Makes a conforming amendment. Makes a technical correction.

Medicaid coverage for pregnant women.

Repeals the statute specifying Medicaid eligibility for qualified pregnant women. Increases the Medicaid income eligibility requirements for pregnant women. Removes the Medicaid limitation for pregnant women of medical assistance coverage only for pregnancy related services. Provides that the extension of postpartum Medicaid coverage for pregnant women shall be determined by the office of the secretary of family and social services and must be at least 60 days but not more than 12 months beginning on the last day of the pregnancy.

Fire protection territories and local income taxation.

Provides that a fire protection territory that experiences more than 6% population growth during a 10 year period may increase its maximum property tax levy for 2023 or any year thereafter by an amount based on the population growth that exceeds 6%. Provides, however, that the fire protection territory may not increase the tax levy based on the population growth by a total rate of more than 0.15 per $100 of the net assessed value of the fire protection territory area within a 10 year period. Allows a total tax rate levied upon the formation of a fire protection territory established after December 31, 2022, to be implemented over a number of years, not exceeding five, and subject to review and approval by the department of local government finance. Provides that a participating unit's proceeds of property taxes imposed to meet the participating unit's obligations to a fire protection territory are exempt from areas needing redevelopment, redevelopment project areas, urban renewal project areas, economic development areas, or economic development districts established after December 31, 2021. Provides that, in the case of counties that provide emergency medical services for all local units in the county and pay 100% of the costs to provide those services, the fiscal body of the county may adopt an ordinance to impose a local income tax (LIT) rate for emergency medical services in the county. Provides that the tax rate may not exceed 0.2%. Provides that the LIT revenue shall be distributed directly to the county before the remainder of the expenditure rate revenue is distributed and must be deposited in a dedicated fund to be used only for paying for operating costs incurred by the county for emergency medical services that are provided throughout the county. Provides that the tax rate may not be in effect for more than 25 years.

Converted motor vehicle protection.

Provides for protection for a buyer who purchases a converted motor vehicle for personal, noncommercial use, when the converted motor vehicle suffers from a nonconformity.
