Abolishes the office of township assessor, effective January 1, 2023. Transfers the duties of the township assessor to the county assessor of the county in which the township is located. Provides that if the office of township assessor becomes vacant before January 1, 2023, the office is abolished and the duties of the township assessor are transferred to the county assessor.
Provides that if a redevelopment commission outside Marion County wishes to establish a TIF area after June 30, 2021, a school corporation that is located wholly or partly within the proposed TIF area may elect whether to participate in the TIF area. Provides that for TIF areas established after June 30, 2021, a school corporation that elects to participate in a proposed TIF is bound by the terms of the TIF area until the TIF area expires. Provides that except for property tax proceeds transferred to a school corporation, a public school, including a charter school, or a nonpublic school, allocated property tax proceeds may be expended for projects located outside an allocation area only if the redevelopment commission adopts a declaratory resolution that finds that the expenditures: (1) will directly benefit the allocation area; or (2) will result in the creation or retention of jobs in the private sector. Adds various requirements related to expenditures under contracts between redevelopment commissions and providers of educational and training programs to establish programs designed to prepare individuals to participate in the competitive and global economy.
Requires the division of disability and rehabilitative services (division) to: (1) semiannually issue a report to the general assembly and the services for individuals with intellectual and other developmental disabilities task force on the progress of the division's and office of the secretary of family and social services' efforts to restructure and implement the new or revised family supports Medicaid waiver and community integration habilitation Medicaid waiver; and (2) issue a final report when the restructuring and implementation is complete.
Makes the following changes to IC 7.1: (1) Allows a farm winery to provide complimentary samples at a farmers' market. (2) Allows small brewers and artisan distillers to sell their products for carryout at a farmers' market with the approval of the alcohol and tobacco commission (commission). (3) Creates a liquor bottler's permit with an annual permit fee of $2,000. (4) Creates a direct liquor seller's permit with an annual permit fee of $500 for a liquor manufacturer that wants to sell and ship liquor directly to Indiana consumers. (5) Allows a farm winery to sell to consumers in an outside area contiguous to the licensed premises. (6) Allows a farm winery or an artisan distillery to directly distribute to a retailer or dealer. (7) Allows a drug store, small brewery, farm winery, or artisan distillery to deliver alcoholic beverages to a customer in the parking lot or an adjacent area.
Provides that absentee ballots may be scanned, but not tabulated, before election day. Provides that a person who knowingly provides any other person with information concerning the number of votes a candidate received for an office or cast to approve or reject a public question on absentee ballots under the statute permitting scanning of absentee ballots before the closing of the polls commits a Level 6 felony. Provides that every county may use machines instead of absentee ballot counters to open absentee ballot envelopes. (Currently such use of machines is permitted only in Marion County.)
Provides that it is a Class B misdemeanor if a person advertises, labels, sells, or refers for marketing or sales purposes liquor as: (1) Indiana rye; (2) Indiana rye whiskey; (3) Indiana rye whisky; (4) Indiana sweet mash rye whiskey; (5) Indiana sweet mash rye whisky; (6) Indiana sour mash rye whiskey; or (7) Indiana sour mash rye whisky; unless the liquor meets certain requirements.
Provides that a recreational vehicle campground that is not connected to a public sewer system may include one or more holding tanks in which waste water from recreational vehicles is stored before processing. Limits the capacity of a holding tank to not more than 10,000 gallons.
Allows a municipality in a county (excluding Marion County) to reorganize with a township that has at least 70% of its population within the municipality, if: (1) the municipality adopts a reorganization plan; and (2) more than 50% of the sum of all voters in the municipality and the unincorporated area of the township approve the reorganization plan. Allows the reorganized political subdivision to provide township assistance within the former boundaries of the reorganizing township by contracting with nonprofit organizations.
Provides that the National Guard tuition supplement program may be used by a scholarship applicant for graduate credits.
