Motor vehicle matters.

Increases the penalty for operating a motor vehicle without being issued a valid driver's license. Provides that if an unlicensed driver is at fault for a vehicle accident, the driver or the registered owner of the vehicle used by the individual shall pay the insurance deductibles for any person not at fault. Provides that if an individual operates a motor vehicle without financial responsibility, a valid certificate of registration, and valid driving privileges their motor vehicle shall be impounded.

Discrimination in providing financial services.

Prohibits a financial services provider from discriminating in providing financial services to a consumer by using a social credit score as a basis for directly or indirectly: (1) declining to provide to the consumer full and equal access to one or more financial services; or (2) providing the consumer with one or more financial services on less favorable terms and conditions than would otherwise apply to the consumer if a social credit score were not used. Defines "social credit score" for purposes of these provisions. Specifies that the term does not include an analysis that involves a financial services provider's evaluation of any quantifiable risks of a consumer's participation in certain business activities or business associations, if the analysis is based on impartial, financial risk based standards that are: (1) established in advance; and (2) publicly disclosed to customers and potential customers; by the financial services provider. Provides that if a financial services provider refuses to provide, terminates, or restricts one or more financial services with respect to a consumer, the consumer may request from the financial services provider a statement of the specific reasons constituting the basis for the refusal, termination, or restriction. Provides that a financial services provider that receives such a request shall transmit to the consumer a written statement setting forth the specific reasons constituting the basis for the refusal, termination, or restriction. Sets forth requirements regarding the: (1) content of; and (2) means and time frame for submitting; a request or statement under these provisions. Provides that a violation of these provisions constitutes a deceptive act that is actionable under the deceptive consumer sales act only by the attorney general. Provides that a consumer aggrieved by a violation of these provisions may bring a civil action (including a class action) for damages, injunctive relief, or both.

Tax credit for safe gun storage expenses.

Provides that a taxpayer is entitled to a credit against the taxpayer's state income tax liability in a taxable year equal to the lesser of: (1) 20% multiplied by the safe gun storage expenses incurred by the taxpayer during the taxable year; or (2) $200 (or $100 in the case of a married individual filing a separate return). Defines "safe gun storage expenses" as the purchase price of a qualified firearms storage device. Defines "qualified firearms storage device" as: (1) a safe, lockbox, cabinet, or other container designed to store firearms securely by restricting access to the firearms by a locking device; or (2) a locking device that, when installed on a firearm, is designed to prevent the firearm from being operated without first deactivating the device. Provides that to obtain the credit, the taxpayer must claim the credit in the manner prescribed by the department of state revenue (department). Requires the taxpayer to submit to the department proof of the taxpayer's safe gun storage expenses and all information that the department determines is necessary for the calculation of the credit. Provides that the department shall not share any information submitted by the taxpayer with any other state or federal agency. Prohibits the taxpayer from claiming any carryover, carryback, or refund of any unused credit.

Authority to deny enrollment to unlawful immigrant.

Authorizes a school corporation to deny an immigrant student enrollment in a school operated by the school corporation if the school corporation determines by a preponderance of the evidence that the immigrant student is present in the United States in violation of law. Requires the attorney general to defend the school corporation in any cause of action brought against the school corporation for denying an immigrant student enrollment. Requires a school corporation to annually report the number of immigrant students present in the United States in violation of law who were enrolled in a school operated by the school corporation in the immediately preceding school year.

STEM enrollment.

Requires the board of trustees of each state educational institution (institution) to adopt a policy that prohibits certain foreign students from enrolling in or receiving instruction in a qualifying STEM program offered by the institution. Requires that the policy be established and enforced not later than August 15, 2025. Provides that the policy must apply to certain foreign students who enroll in an institution after August 15, 2025.

Motor vehicle fraud.

Makes it a Class A misdemeanor to: (1) apply for a driver's license or permit with the intent to transfer the license or permit to an individual not entitled to the license or permit; or (2) register or apply for a certificate of title to a motor vehicle with the intent to permit an individual not entitled to a driver's license or permit to operate the vehicle. Increases the penalty to: (1) a Level 6 felony if the offense involves at least two and less than 10 individuals or motor vehicles, or if the person uses a business organization or nonprofit organization to commit the offense; and (2) to a Level 5 felony if the offense involves at least 10 individuals or motor vehicles.

State payment of municipal police training.

Requires the law enforcement training board to pay the cost of an individual's basic training (Tier 1) course, if the individual has been hired by a city or town police department. Requires an individual to reimburse the law enforcement training board for the cost of the basic training course if the individual voluntarily resigns from the police department less than five years after being certified as a law enforcement officer.

Employing an unauthorized alien.

Requires certain employers to use the E-Verify program to verify the work eligibility status of all employees of the employer hired after June 30, 2025. Prohibits an employer from intentionally doing the following: (1) Employing an unauthorized alien. (2) Entering a contract, subcontract, or an independent contractor agreement with a person: (A) to obtain the labor of an unauthorized alien in Indiana; or (B) that employs or contracts with an unauthorized alien. Specifies a process by which an individual may submit a complaint alleging a violation of these prohibitions. Requires the attorney general or the prosecuting attorney to: (1) investigate the complaint; (2) make a determination on the complaint; and (3) if the determination is made that the complaint is not false and frivolous, provide notice of the unauthorized alien to certain entities. Requires the prosecuting attorney to bring an action against the employer if the determination is made that the complaint is not false and frivolous. Specifies what the court must order if the court finds that an employer committed a violation. Specifies defenses and a rebuttable presumption.
