Congratulating the Gibson Southern Titans Football Team.

Repeals provisions requiring the owners of adjoining parcels, at least one of which is agricultural land, to evenly split the costs of building, rebuilding, and repairing a partition fence separating the parcels. Makes a conforming amendment.

Provides that the rights set forth in the Indiana Constitution and the Indiana Code apply to a pre-born child as soon as the pre-born child's mother is aware she is pregnant. This proposed amendment has not been previously agreed to by a general assembly.

A CONCURRENT RESOLUTION terminating the public health emergency first declared on March 6, 2020, in Executive Order 20-02.

Requires the Indiana department of veterans' affairs (department) to provide information regarding services available to veterans, state agencies that provide services to veterans, and additional public and private entities that offer services to veterans to state, county, and city agencies that interact with the public. Requires the office of the secretary of family and social services, the department of education, the commission for higher education, the department of workforce development, and the Indiana professional licensing agency to include the following questions in an application for a service, a benefit, assistance, or a professional credential: (1) "Have you served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". (2) "Are you the surviving spouse of someone who served in the armed forces of the United States or their reserves, in the National Guard, or in the Indiana National Guard?". Provides that the applications must state that the applicant is not required to answer the questions. Requires the agencies to keep the information submitted regarding veteran status in a data base and to report to the department not later than December 31 of each year. Allows the department to use the information to develop outreach programs for veterans and their families.

Allows a political subdivision, when required by statute to publish a notice two or more times, to make the first publication of notice in a newspaper and any subsequent publications of the notice on the official web site of the political subdivision. Requires the political subdivision or contractor that maintains the political subdivision's official web site to provide proof of publication of the notice on the official web site. Provides that if, with regard to a sheriff's sale of real property to execute a judgment, the sheriff is not able to procure publication of the notice in a newspaper of general circulation within the county, the sheriff may publish the notice on the Internet web site of each county where the real estate is located (instead of dispensing with the publication of notice entirely).

Specifies that the P-47 Thunderbolt known as the Hoosier Spirit II is designated as the official state aircraft of Indiana. (Current law designates the P-47 Thunderbolt as the official state aircraft of Indiana.)
