Requires the department of state revenue, the state department of labor, the worker's compensation board of Indiana, and the department of workforce development to report before November 1 of each year for three years, beginning November 1, 2021, to the interim study committee on employment and labor for the immediately preceding state fiscal year: (1) the number of employers that each department or the board determined during the immediately preceding state fiscal year improperly classified at least one worker as an independent contractor; (2) the total number of improperly classified workers employed by those employers; (3) the department's or board's calculation of actual revenue not collected or the additional costs to the state that the department or board attributes to the improperly classified workers; (4) the amount of the penalties and interest assessed against those employers by each department or the board, and the amount of the penalties and interest assessed that has been collected; and (5) the classification criteria used by the department to classify workers. Requires that the reports include only information in the form of aggregate statistics and not include information that can be used to identify specific employers or workers.

Establishes a definition of "virtual instruction" for purposes of determining a school corporation's basic tuition support using the average daily membership (ADM).
Requires an animal care facility to adopt policies and procedures that govern the return of lost or stray dogs and cats to the dog's or cat's owner. Provides animal care policies and procedures that an animal care facility may include to return lost or stray dogs and cats to the dog's or cat's owner.
Urging health insurers to donate some of their increased net earnings to state and local health departments to support COVID-19 vaccination programs.
Allows a school bus driver to administer emergency stock medication to: (1) a student at the school; (2) a school employee; or (3) a visitor at the school; if the school bus driver has been trained by a health care provider to recognize a life threatening emergency and properly administer emergency medication.
Requires that funeral, burial, or cremation expenses for victims of violent crimes shall be paid by the victim services division within 60 days. Changes the time frame for applying for assistance from 180 days to one year. Increases assistance amounts for funeral, burial, cremation, and bodily injury. Includes mental health counseling for family members, crime scene clean-up costs, and removal of human trafficking markings as reimbursable expenses. Requires the Indiana criminal justice institute to: (1) promote awareness regarding compensation for victims of violent crime; and (2) establish a grant program to support gun violence victim services programs.
Provides that the department of correction, a county jail, a juvenile detention center, or a juvenile detention facility shall: (1) use the least restrictive restraints necessary on a pregnant inmate when the pregnant inmate is in the second or third trimester of pregnancy; or (2) no restraints on a pregnant inmate who is in labor, delivering a baby, recuperating from a delivery, or dealing with a medical emergency related to the pregnancy, with certain exceptions. Provides that the department of correction, a county jail, a juvenile detention center, or a juvenile detention facility shall provide specific care, treatment, and education for pregnant inmates and inmates who have recently given birth. Repeals the current statute concerning prenatal and postnatal care and treatment and incorporates it into a new chapter concerning medical care and treatment for pregnant inmates. Establishes the women's prison oversight advisory committee. Defines "pregnant inmate" and "restraints".
Requires the Indiana state department of agriculture (department) to establish a program to assist individuals in creating agricultural conservation easements for agricultural land. Requires the department to assist individuals and local governments in obtaining agricultural conservation easements through federal programs. Creates the agricultural conservation easement fund to purchase permanent agricultural conservation easements. Provides that an agricultural conservation easement that meets the conservation easement requirements shall be assessed and taxed on a basis that reflects the easement. Provides that the state or a unit of local government may not acquire an interest in any real property through eminent domain if the real property is subject to an agricultural conservation easement, unless permission has been granted by the director of the department. Specifies that an agricultural conservation easement does not affect the ability of a public utility or a municipally owned utility to acquire property or property rights to be used in connection with the provision of utility services to the public.
Establishes the PFAS chemical blood testing program under the Indiana department of veterans' affairs (department) for the purpose of blood testing: (1) veterans; (2) current members of the armed forces of the United States or of active or reserve components of the Indiana National Guard or Indiana Air National Guard; and (3) civilian personnel on certain military bases in Indiana; to determine whether there is a higher concentration of PFAS chemicals in the blood of those persons. Provides that not later than November 1 of each year, the Indiana veterans' affairs commission shall report to the legislative council on the results of the PFAS blood testing program with respect to the most recent state fiscal year.
Prohibits an employer from discriminating against a pregnant job applicant or employee. Requires an employer to provide reasonable employment accommodations for a pregnant employee. Requires the civil rights commission to investigate complaints and attempt to resolve complaints.
