Prohibits a financial services provider from discriminating in providing financial services to a consumer by using a social credit score as a basis for directly or indirectly: (1) declining to provide to the consumer full and equal access to one or more financial services; or (2) providing the consumer with one or more financial services on less favorable terms and conditions than would otherwise apply to the consumer if a social credit score were not used. Defines "social credit score" for purposes of these provisions. Specifies that the term does not include an analysis that involves a financial services provider's evaluation of any quantifiable risks of a consumer's participation in certain business activities or business associations, if the analysis is based on impartial, financial risk based standards that are: (1) established in advance; and (2) publicly disclosed to customers and potential customers; by the financial services provider. Provides that if a financial services provider refuses to provide, terminates, or restricts one or more financial services with respect to a consumer, the consumer may request from the financial services provider a statement of the specific reasons constituting the basis for the refusal, termination, or restriction. Provides that a financial services provider that receives such a request shall transmit to the consumer a written statement setting forth the specific reasons constituting the basis for the refusal, termination, or restriction. Sets forth requirements regarding the: (1) content of; and (2) means and time frame for submitting; a request or statement under these provisions. Provides that a violation of these provisions constitutes a deceptive act that is actionable under the deceptive consumer sales act only by the attorney general. Provides that a consumer aggrieved by a violation of these provisions may bring a civil action (including a class action) for damages, injunctive relief, or both.

Precludes certain individuals who have been convicted of a battery offense or neglect of a dependent from providing certain types of in-home care for compensation.

Abolishes the office of township assessor, effective January 1, 2028. Transfers the duties of the township assessor to the county assessor of the county in which the township is located. Provides that if the office of township assessor becomes vacant before January 1, 2028, the office is abolished and the duties of the township assessor are transferred to the county assessor.

Establishes the pediatric cancer research and treatment grant program (grant program) to be administered by the rare disease advisory council (council). Establishes the pediatric cancer research and treatment fund. Sets forth requirements for an entity to receive a grant. Requires the council to develop criteria, policies, procedures, and a plan concerning awarding of the grants. Prioritizes use of the funds to be on innovative research and treatments with the potential of resulting in novel therapies for pediatric cancer. Requires the council to submit an annual report to the governor and legislative council concerning the grant program and publish the report on the Indiana department of health's website.

Defines "Social Security number search request" (search request) as a request made by a consumer to a consumer reporting agency to conduct a search of all files maintained by the consumer reporting agency to determine if the consumer's Social Security number is associated with one or more consumer credit files not associated with the consumer. Provides that after December 31, 2025, upon receiving a search request from a consumer, a consumer reporting agency shall fulfill the consumer's search request if the consumer reporting agency: (1) maintains a file on the consumer; and (2) receives: (A) proper identification from the consumer; and (B) the consumer's written and signed consent for the consumer reporting agency to verify with the Social Security Administration that the consumer's Social Security number belongs to the consumer. Provides that in fulfilling a search request, a consumer reporting agency shall: (1) verify with the Social Security Administration that the Social Security number supplied by the consumer belongs to the consumer; (2) conduct a search of all files maintained by the consumer reporting agency to determine if the consumer's Social Security number is associated with one or more files not associated with the consumer; and (3) if the search indicates that the consumer's Social Security number is associated with any files not associated with the consumer, provide information as to: (A) the number of such files; and (B) each person that procured a consumer report in connection with those files during the one year period immediately preceding the date of the consumer's search request. Prohibits a consumer reporting agency from: (1) charging a consumer an additional fee in connection with a search request; (2) increasing any fee lawfully imposed in connection with the consumer's request for information in the consumer's file because that request includes a search request; or (3) charging a consumer a fee in connection with the consumer's request for information in the consumer's file because that request includes a search request, if the consumer is entitled under the federal Fair Credit Reporting Act to receive the information in the consumer's file without charge.

Provides that when the department of child services (department) or a licensed child placing agency takes custody of a child who is voluntarily left with an emergency services provider or in a newborn safety device, the department or licensed child placing agency shall: (1) not later than 72 hours after taking custody of the child, contact each licensed child placing agency in Indiana and request that the licensed child placing agency inform the department of any suitable prospective adoptive parent for the child known to the licensed child placing agency; and (2) collaborate with licensed child placing agencies to identify a prospective adoptive parent for the child. Requires the department to: (1) request that the Indiana department of health conduct one or more searches of the putative child registry on behalf of the child before a petition is filed to terminate parental rights with regard to the child, with at least one request being made not earlier than 30 days after the estimated date of birth of the child; and (2) notify an individual identified as a potential father by the registry search that the individual's consent to termination of the parent-child relationship will be irrevocably implied if the individual does not file a paternity action with regard to the child. Provides that when considering an out-of-home placement for the child during child in need of services proceedings, if a court, the department, or the licensed child placing agency is unable to locate a suitable and willing relative (or de facto custodian, if applicable) with whom to place the child, the court or the department shall consider placing the child with a prospective adoptive parent before considering any other placement for the child. Requires that a child's case plan include certain information.

Extends the Indiana department of veterans' affairs (department) hyperbaric oxygen treatment pilot program (program) to June 30, 2027. Provides that, upon exhaustion of funding provided by the department to the Indiana department of health prior to January 1, 2025, funding for the program is paid from the military family relief fund. Provides that the funding from the military family relief fund ceases in the event the United States Department of Veterans Affairs expands its coverage of hyperbaric oxygen treatment to include providers located in Indiana.

Requires each sheriff with regard to a county jail to: (1) enter into a written agreement with the United States Immigration and Customs Enforcement to participate in the immigration program established under Section 287(g) of the Immigration and Nationality Act not later than January 1, 2026; and (2) beginning October 1, 2025, notify the department of correction quarterly of the status of a written agreement and any reason for noncompliance.

Provides that the governing body of a school corporation must minimize or eliminate school bus route stops that require a student to cross certain roads. Provides that, not later than July 1, 2026, and annually each year thereafter, the governing body of a school corporation shall review school bus routes to ensure the minimization or elimination of stops that require a student to cross certain roads.
