A CONCURRENT RESOLUTION honoring Indiana University in recognition of its Bicentennial Anniversary on January 20, 2020.
Increases the maximum age to begin membership in the 1977 police officers' and firefighters' pension and disability fund from 35 to 39 years of age. (The introduced version of this bill was prepared by the interim study committee on pension management oversight.)
Provides that an interscholastic athletic event conducted, organized, sanctioned, or sponsored by the Indiana High School Athletic Association (IHSAA) must require that a person born as a male may not participate in or compete: (1) against an athletic team composed of persons born as females; or (2) in an individual sport against a person born as a female. Provides that, for athletic sports programs or intramural sports programs for grade 6 through grade 12, a person born as a male may not participate in or compete: (1) against another athletic team composed of persons born as females; or (2) in an individual sport against a person born as a female.
Increases, from $150,000 to $225,000, the special death benefit for certain public safety officers and members of the 1925 police pension fund, the 1937 firefighters' pension fund, the 1953 police pension fund, or the 1977 police officers' and firefighters' pension and disability fund who die in the line of duty after June 30, 2020. Requires each school corporation to enter into one or more agreements with one or more dentists or dental groups to: (1) provide a free, annual dental screening to each student enrolled in kindergarten through grade 12 in the school corporation; and (2) make comprehensive dental services available at each school in the school corporation for students in kindergarten through grade 12. Provides that the state superintendent of public instruction may waive these requirements for a school corporation that is unable to obtain the services of a dentist or dental group as required. Provides that a dentist or dental group must provide dental screenings at no cost under an agreement with a school corporation, but that the parent or guardian of a child is responsible to the dentist or dental group for the cost of services other than a dental screening. Provides that an agreement between a school corporation and a dentist or dental group must provide that the dentist or dental group shall indemnify the school corporation for all claims and liability arising from the dentist's or dental group's provision of services other than dental screenings. Requires a school corporation to provide notice of the available dental services to parents of students enrolled in the school corporation.
Provides that in the case of real property for which municipal sewer fees become 60 days delinquent after June 30, 2020, regardless of whether the property is occupied by someone other than the owner, a lien attaches to the real property only if the municipal utility provides notice of the delinquency to: (1) the owner of the property; and (2) any first lien mortgage holder of record; not later than 20 days after the time the fees become 60 days delinquent.
Defines the following terms as related to the secure storage of firearms: (1) "Firearm". (2) "Receiver". (3) "Securely store". Amends the statutory definition of "dealer" to include any person who holds himself or herself out as a buyer and seller of firearms on a regular and continuing basis. Requires a dealer to securely store any firearm in or on the premises of the dealer's fixed place of business during nonbusiness hours. Provides that a dealer who knowingly or intentionally fails to securely store a firearm located in or on the premises of the dealer's fixed place of business during nonbusiness hours commits a Class B infraction. Enhances the offense to a: (1) Class A infraction if the dealer has a prior unrelated adjudication for the offense; or (2) Class A misdemeanor if the dealer has two or more prior unrelated adjudications or convictions for the offense. Prohibits certain defenses. Makes conforming amendments.
