Requires a food or lodging establishment to do the following: (1) Require each employee of the food or lodging establishment to annually complete a training course offered by the United States Department of Homeland Security in recognizing and responding to human trafficking (training requirement). (2) Maintain for each employee a written record of the title and date of completion of each training course completed by the employee (training records). (3) Include in the food or lodging establishment's biennial report to the secretary of state an attestation that the food or lodging establishment has complied with the training requirement in each of the two years covered by the report. (4) Post in a location in the food or lodging establishment that is readily accessible by all employees of the food or lodging establishment a conspicuous written notice: (A) asking employees to report suspected human trafficking; and (B) providing contact information for state and federal agencies to which suspected human trafficking can be reported. Provides that the office of the secretary of state may audit the training records of a food or lodging establishment to verify the food or lodging establishment's attestation regarding the training requirement in the food or lodging establishment's biennial report.

Increases the following in regard to the 1977 police officers' and firefighters' pension and disability fund: (1) the maximum annual cost of living adjustment from 3% to 5%; and (2) the death benefit payable to the heirs or estate of a fund member from $12,000 to $15,000.
Provides that nothing in provisions concerning the right to work is intended or should be construed to change or affect certain laws in the building and construction industry, construction material production industry, building and construction suppliers industry, or construction related vendors industry.
Provides that, as a prerequisite for the department of natural resources (department) to issue an integration order in regard to the underground storage of carbon dioxide, a storage operator must obtain the consent of: (1) the owners of the pore space underlying at least 85% of the surface area above the proposed storage facility or amended proposed storage facility; and (2) the county executive of each county in which the storage facility is proposed to be located. Limits the length of a pipeline for purposes of a carbon sequestration project to 30 total miles. Increases the annual injection fee a storage operator must pay to the department from $0.08 to $0.15 per ton of carbon dioxide estimated to be injected into a storage facility.
Appropriates $2,000,000 from the state general fund to the department of homeland security (department) to be used by the department for the purpose of providing mental health and wellness training for: (1) law enforcement officers; (2) emergency medical services providers; and (3) full-time firefighters.
Establishes the Indiana civilian cyber corps program (program). Provides that the adjutant general of the military department shall administer the program. Provides that the program includes civilian volunteers who have expertise in addressing cybersecurity incidents and who volunteer at the invitation of the adjutant general to provide rapid response assistance to a cybersecurity client in need of expert assistance after recognition of a cybersecurity incident or potential cybersecurity incident. Provides that the work product of a civilian cyber corps volunteer or advisor, including any information voluntarily submitted to the volunteer or advisor, is exempt from disclosure. Provides that a civilian cyber corps volunteer or advisor is immune from tort liability for an injury to a person or damage to property that occurs while the volunteer or advisor is deployed and acting on behalf of the adjutant general if certain conditions are met. Repeals the Indiana cyber civilian corps program advisory board. Makes an appropriation.
Requires the Indiana department of health (state department) to include Indiana hospitals certified as a thrombectomy-capable stroke center in certain lists maintained by the state department concerning certified stroke centers. Amends the list of entities that certify stroke centers. Requires a hospital certified as a thrombectomy-capable stroke center to provide certain information to the state department. Prohibits a health care facility from advertising that the facility is a thrombectomy-capable stroke center unless the facility is certified by a specified entity. Requires the state department to establish and implement a statewide stroke plan. Sets forth requirements of the plan and requirements for certain health care providers to report stroke data. Requires the state department to establish a data base for the reported data and sets forth additional requirements. Requires the state department to annually report certain stroke data to the governor and the executive director of the legislative services agency.
Establishes the sensory kit grant program to provide grants to public safety agencies for the purpose of purchasing sensory kits to be used during an emergency to help individuals with autism spectrum disorder or a cognitive disorder. Requires the department of homeland security to administer the grant program. Makes an appropriation.
Provides for appointment to the board of the Indiana economic development corporation (IEDC) of two nonvoting, advisory members who are members of the general assembly. Requires the IEDC, before purchasing land that exceeds 100 acres in a county, to first give notice to the county or municipality, or both, in which the land is located not later than 30 days before the closing date for the purchase. Specifies additional procedures that the IEDC must take when acquiring land. Requires the IEDC to establish a mechanism to track the impacts of economic development projects based on: (1) wages paid to employees; and (2) financial impacts to local governments. Sets forth the information required to be reported on the tracking mechanism, which must be updated quarterly and posted quarterly on the IEDC's transparency portal. Requires the IEDC to provide an annual report of the information reported on the tracking mechanism and other information related to economic development to the general assembly. Requires the IEDC to dedicate at least 5% of the funds appropriated to the IEDC for economic development purposes in state fiscal years 2026 and 2027 for economic development projects located in communities that meet specified criteria.
Provides that "antisemitism" has the meaning set forth in the May 26, 2016, working definition of antisemitism adopted by the International Holocaust Remembrance Alliance. Provides that an act of antisemitism constitutes a discriminatory practice. Requires certain training materials to contain an educational program to protect against antisemitism.
