Assistance for funeral and cemetery expenses.

Raises the dollar amounts considered when determining Medicaid payments for funeral director expenses and cemetery expenses. Requires the division to raise the dollar amounts considered when determining Medicaid payments for funeral director expenses and cemetery expenses by $100 each year for three years beginning on July 1, 2024.

Provides for the process for suspending the Indiana driving privileges of a minor who is an Indiana resident for failing to appear or answer a traffic summons. Changes the term "portable breath test" to "portable test" and amends the definition of "portable test".

Financial literacy.

Provides that, beginning with the cohort of students who are expected to graduate from a public school or a charter school in 2027, an individual must successfully complete a personal financial responsibility course (course) before the individual may graduate. Creates requirements for content that must be covered in a course. Provides that a public school or charter school may offer instruction on a course as a separate subject or as units incorporated into appropriate subjects. Provides that a course may qualify as a mathematics credit for an alternative diploma under if offered as a separate subject.

Comparative college and career information.

Tasks the commission for higher education (commission), the department of education, and the department of workforce development to collect and compile certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. Requires the commission to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. Requires the commission, the department of education, and the department of workforce development to create a report known as the student graduate horizon scorecard (scorecard) for annual distribution. Specifies that the scorecard contain certain information concerning high paying civilian and military careers and in demand jobs. Requires the commission to prepare an annual report for the legislative council. Requires state educational institutions and career and technical education programs to collect and provide information as requested by the commission.

Emergency departments.

Requires a hospital with an emergency department to have a physician onsite and on duty who is primarily responsible for the emergency department at all times the department is open.

Charitable gaming raffles.

Provides that a bona fide charitable organization may accept payment by credit card for the purchase of a chance to enter a raffle, and the credit card payment may be made on the Internet. Provides that an administrative rule that prohibits a charitable organization from conducting an allowable activity on or through the Internet is void. Directs the publisher of the Indiana Administrative Code and Indiana Register to remove that provision from the Indiana Administrative Code.
