Provides a property tax exemption for: (1) a surviving spouse of an individual killed while serving in the armed forces of the United States; or (2) an individual who served in the armed forces and has been rated by the United States Department of Veterans Affairs as individually unemployable. Removes, beginning with the January 1, 2022, assessment date, the property value limitation on the property tax exemption for disabled veterans.

Provides a procedure for Vernon Township of Hancock County to obtain an increase of Vernon Township's maximum permissible ad valorem property tax levy for fire and emergency medical services.
Establishes the Senator David C. Ford cancer research account (Ford account) within the Indiana health care account. Provides that a taxpayer may designate all or a part of the taxpayer's state income tax refund to be paid over to the Ford account. Provides that the budget agency shall distribute the money in the Ford account in equal amounts to the Indiana University Melvin and Bren Simon Cancer Center and the Purdue University Center for Cancer Research.
