Requires that an owner or operator of a public accommodation must activate closed captioning on all television receivers that are in use during regular hours. Allows the civil rights commission (commission) to investigate violations and enforce compliance. Provides that the commission may impose a civil penalty of $75 for each violation. Establishes certain notice requirements. Requires that the commission waive a civil penalty if an owner or operator complies not later than 30 days after a notice is mailed for the first violation.
Prohibits a person from operating on a public freshwater lake a motorboat that engages in wake boarding or wake surfing: (1) during the period between sunset and sunrise; or (2) in violation of a rule adopted by the natural resources commission (commission). Places restrictions that apply to wake boarding or wake surfing on a small public freshwater lake that is at least 70 acres but not more than 300 acres. Establishes a procedure for property owners on a public freshwater lake to petition the commission to adopt rules concerning wake boarding and wake surfing restrictions. Establishes a penalty. Provides that an individual may not operate a motorboat with: (1) an outboard engine; or (2) an outdrive unit with a propeller that extends past the motorboat's transom or swim platform; for the purpose of wake surfing.
Reduces the membership of the following boards to five members: (1) The state board of dentistry. (2) The state board of registration for professional engineers. (3) The Indiana board of veterinary medical examiners. Reduces the membership of the state board of cosmetology and barber examiners to six members. Eliminates certain requirements for an applicant seeking licensure as a clinical social worker, marriage and family therapist, mental health counselor, addiction counselor, or clinical addiction counselor. Makes conforming amendments and a technical correction.
Provides that, beginning January 1, 2023, a practitioner holding a license issued by the board of chiropractic examiners, the state board of dentistry, the state board of health facility administrators, the medical licensing board, the state board of nursing, the optometry board, the board of pharmacy, the board of podiatric medicine, the speech-language pathology and audiology board, the state psychology board, the board of physical therapy, the respiratory care committee, the occupational therapy committee, the behavioral health and human services licensing board, the physician assistant committee, or the athletic trainers board is subject to disciplinary sanctions if the practitioner: (1) communicates or disseminates to the general public an advertisement that includes deceptive or misleading information or does not prominently state the type of license held by the practitioner; or (2) fails, while providing direct patient care, to wear an identification badge that clearly sets forth the practitioner's first and last name, type of license, and, if applicable, status as a student, intern, trainee, or resident. Establishes certain exceptions. Provides, for purposes of the law prohibiting the unlawful practice of medicine or osteopathic medicine, that "the practice of medicine or osteopathic medicine" includes attaching to an individual's name the words "anesthesiologist", "cardiologist", "dermatologist", or other specified words that identify a member of a medical specialty.
Provides that Medicaid, a policy of accident and sickness insurance, and a health maintenance organization contract may not require prior authorization for a non-opioid prescription drug that is approved by the federal Food and Drug Administration for opioid withdrawal symptoms.

Amends as follows the law under which a provisional occupational license may be issued to the spouse of an active duty member of the armed forces assigned to Indiana: (1) Provides that the law applies to the spouse of any active military service member, including a member of a reserve component of the United States armed forces or a member of the National Guard. (2) Eliminates a provision under which a military spouse applying for a provisional occupational license is required to submit to a national criminal history background check, and provides instead that a military spouse applying for a provisional occupational license must be determined by the appropriate professional board to not have a disqualifying criminal history if a national criminal history background check is required for the regulated occupation for which the military spouse seeks a provisional license.
Provides that payment mailed to the county treasurer with metered postage is timely received if: (1) the envelope is properly addressed to the principal office of the county treasurer; (2) the envelope has sufficient metered postage from a meter postage provider approved by the United States Postal Service; (3) the metered postage is affixed to the envelope and bears the actual date of when it was affixed and that date is on or before the due date; and (4) the envelope is received by the county treasurer not later than five business days after the due date. Provides that a taxpayer is subject to a penalty of 5% of the amount of delinquent taxes if a payment to the county treasurer is: (1) mailed or deposited with a parcel carrier by the thirtieth day after the due date (the initial penalty period) and the postmark, certificate of delivery, or other evidence indicates the date of the mailing or deposit; or (2) mailed and affixed with a metered postage stamp indicating a date not later than the thirtieth day after the due date and the payment is received by the county treasurer not later than five business days after the thirtieth day after the due date. Provides that if a payment is mailed and received not later than 30 days after the due date without a legible post mark, the person is considered to have made the payment by the thirtieth day after the due date, if the person can show by reasonable evidence that the payment was timely mailed. Provides that if a payment is mailed or sent by parcel carrier but not received by the thirtieth day after the due date, the person is considered to have made the payment by the thirtieth day after the due date, if the person can show by reasonable evidence that the payment was timely mailed and makes a duplicate payment within 30 days after the person is notified that the payment was not received.
