Allows a principal or superintendent of a public school, including a charter school, to employ, or approve as a volunteer, a school chaplain if certain requirements are met. Provides that a school chaplain may only provide secular support to a student or an employee of the school unless permission is given by: (1) the student receiving services if the student is an emancipated minor or adult; (2) the employee of the school receiving services; or (3) a parent of the student and the student receiving services if the student is an unemancipated minor; to provide nonsecular support. Provides that a school chaplain is not required to divulge privileged or confidential communications with a student under certain circumstances. Provides that a school chaplain and a school counselor are subject to duties to report or disclose certain information.

Provides that if a petition alleges that a child is a child in need of services as a victim of human or sexual trafficking, the juvenile court shall make a determination on the petition and: (1) the child shall not be required to admit or deny the allegation; and (2) the petitioner must prove the allegation by a preponderance of the evidence. Requires that before or at the initial hearing, the court shall appoint an attorney for a child alleged to be a child in need of services as a victim of human or sexual trafficking.
Provides that a biological mother and biological father have joint legal custody unless otherwise provided by law. Requires a court to award joint legal custody unless it is in the child's best interest that sole legal custody be awarded. Provides that an award of joint legal custody creates a rebuttable presumption in favor of equal division of parenting time, and to rebut the presumption, a parent must prove that equal parenting time would be detrimental to the child.
