Permits an individual depicted in child sexual abuse material or obscene material on the Internet, or exposed to obscene material on the Internet, to bring a civil action against a person who knowingly or intentionally: (1) allows or facilitates access to the material on the Internet; (2) disseminates the material on the Internet; or (3) is a content provider of prohibited material. Allows the attorney general to seek injunctive relief. Creates a safe harbor provision for certain persons under certain conditions. Provides that: (1) comparative fault; and (2) tort claims immunities; do not apply to a civil action based on prohibited material.

Requires a state employee health plan, policy of accident and sickness insurance, and health maintenance organization contract to: (1) provide coverage for breast reconstruction surgery and all modalities, types, and techniques of a health care service provided for the breast reconstruction surgery; and (2) provide access to an adequate breast reconstruction surgeon network. Prohibits a utilization review entity from denying a claim for breast reconstruction surgery for which prior authorization was granted unless the utilization review entity provides a formal declaration of compelling evidence of health care provider fraud in the prior authorization or claim submission process.
Requires a food manufacturer that offers certain food products for sale in Indiana to ensure that each food product includes a warning label disclosing specified ingredients in the food product. Sets forth labeling requirements. Allows the attorney general to bring an action for a violation of these provisions.
Requires each public school, state educational institution, correctional facility, juvenile detention facility, and certain governmental entities to designate a multiple occupancy restroom or changing area as follows: (1) For the exclusive use of the male sex. (2) For the exclusive use of the female sex. Provides, with exceptions, that an individual may only use a multiple occupancy restroom or changing area that is designated for the sex that is the individual's sex, as determined at birth in accordance with the individual's genetics and reproductive biology. Establishes a civil action for a violation of these provisions. Prohibits each public school, correctional facility, state educational institution, juvenile detention facility, and certain governmental entities from requiring certain individuals to share sleeping quarters with a member of the opposite sex, as determined at birth in accordance with the individual's genetics and reproductive biology, unless the individual who is a member of the opposite sex is a family member. Establishes a civil action for a violation of these provisions.
Provides that provisions establishing a statewide mobile retail food establishment license may not be construed to prohibit an owner or operator of a mobile retail food establishment from complying with: (1) the collection and reporting requirements relating to food or beverage taxes; or (2) obtaining applicable municipal business permits or complying with municipal ordinances or requirements regulating the business operations of mobile retail food establishments.
Defines "hemp" as a cannabis plant that contains not more than 0.3% total THC. Defines "low THC hemp extract" as a substance that: (1) is derived from hemp; (2) does not contain more than 0.3% total THC; (3) does not contain synthetic or synthesized cannabinoids; (4) contains no other controlled substances; and (5) is not sold in a container that contains more than 0.4 milligrams of total THC. Provides that a person that manufactured low THC hemp extract before January 1, 2026, may continue to manufacture the product solely for out of state export. Prohibits the sale of products containing THC to minors, and the purchase, possession, or transport of products containing THC by minors. Makes conforming amendments.
Prohibits an Indiana governmental entity from making a payment from any fund under its control for the costs associated with procuring an abortion, including travel expenses, unless the abortion is necessary to preserve the life of the pregnant woman. Specifies that the prohibition does not apply to a payment made by an Indiana governmental entity to provide group health insurance for employees of the Indiana governmental entity.
Provides that a social media provider that meets specified conditions (provider) may not create an account for an individual who is less than 14 years of age (minor) unless the provider receives verifiable parental consent to creation of the account from a parent of the minor. Requires a provider that creates an account for a minor to: (1) provide the minor's parent with the option of receiving a separate password that allows the parent to set limits on the minor's use of the account; and (2) configure the account in a specified manner, including by disabling access by the account holder to specified features and functionality of the social media platform. Requires a provider to: (1) periodically verify the age of each Indiana account holder; and (2) terminate an account if: (A) the provider determines that the Indiana account holder is a minor; and (B) the provider did not receive verifiable parental consent for the creation of the account; subject to a specified process by which an account holder may dispute the provider's determination. Requires a provider to: (1) provide a minor account holder and the minor's parent with a clearly explained, simple to use, and easily accessible means of terminating the minor's account; and (2) terminate the minor's account within a specified time after receiving a request for the account's termination. Provides requirements for a provider's use and retention of information provided to the provider for purposes of verifiable parental consent. Provides that a provider that creates or maintains an account for a minor in violation of these requirements is subject to a civil action by the minor or a parent of the minor, and specifies remedies available to a prevailing plaintiff in such an action. Provides that the attorney general may independently enforce these requirements under the attorney general's authority to enforce Indiana law regarding unfair trade practices.
Requires an insurer, an administrator, and a pharmacy benefit manager to apply the annual limitation on cost sharing set forth in the federal Patient Protection and Affordable Care Act under 42 U.S.C. 18022(c)(1) to prescription drugs that: (1) are covered under a health plan; (2) are life-saving or intended to manage chronic pain; and (3) do not have an approved generic version. Provides that an insurer, an administrator, and a pharmacy benefit manager may not directly or indirectly set, alter, implement, or condition the terms of health insurance coverage based in part or entirely on information about the availability or amount of financial or product assistance available for a prescription drug. Requires, before December 31 of each year, each insurer and administrator to certify to the insurance commissioner that the insurer or administrator has fully and completely complied with the cost sharing requirements during the previous calendar year. Requires a health plan to credit toward a covered individual's deductible and annual maximum out-of-pocket expenses any amount the covered individual pays directly to any health care provider for a medically necessary covered health care service if a claim for the health care service is not submitted to the health plan and the amount paid by the covered individual to the health care provider is less than the average discounted rate for the health care service paid to a health care provider in the health plan's network. Requires a health plan to: (1) establish a procedure by which a covered individual may claim a credit; and (2) identify documentation necessary to support a claim for a credit.
