Repeals provisions requiring the owners of adjoining parcels, at least one of which is agricultural land, to evenly split the costs of building, rebuilding, and repairing a partition fence separating the parcels. Makes a conforming amendment.

Provides that the commission for higher education shall determine a tuition rate and mandatory fee cost of living adjustment for specified postsecondary educational institutions. Requires that, except for cost of living adjustments, the tuition rate and mandatory fees at specified postsecondary educational institutions may not increase from the time the student initially enrolls until the student graduates for an undergraduate student who is an Indiana resident.
Requires candidates for school board offices to be nominated in the same manner as candidates for all other elected offices are nominated, beginning with the 2022 primary election. Adjusts the deadlines and other details for a candidate for a school board office to file a declaration of candidacy to accommodate the date of the 2022 primary election. Repeals the current statute relating to nomination of candidates for school board offices. Provides that a superintendent hired by a school corporation must hold: (1) a master's degree from an accredited postsecondary educational institution; or (2) a bachelor's degree in business administration. Requires the state board of education to adopt rules to implement this provision. Repeals other superseded statutes. Makes conforming changes. Changes population parameters to reflect the population count determined under the 2020 decennial census.
Repeals the Indiana Code chapter that establishes the five star mortgage program under which the department of financial institutions must: (1) certify lenders that offer certain residential mortgage products as "five star mortgage lenders"; and (2) allow lenders to use that designation in marketing materials and solicitations to Indiana customers. Strikes references to the program in sections of the Indiana Code concerning: (1) alternative investment programs for the legislators' defined contribution fund; (2) investments in mortgage pools by the board of trustees of the Indiana public retirement system; and (3) alternative investment programs for annuity savings accounts in the public employees' retirement fund. Makes various changes to the statutes governing the state and local weights and measures program administered by the division of weight and measures of the state department of health to do the following: (1) Remove or replace outdated terminology. (2) Update practices, procedures, and requirements. (3) Repeal the existing Indiana Code section concerning the offering for sale and packaging of commodities (including vegetables, berries, and small fruits) and replace the section with language concerning the offering for sale and packaging of berries and small fruits. (4) Repeal the existing Indiana Code chapter concerning grades for sweet potatoes.
A CONCURRENT RESOLUTION terminating the public health emergency first declared on March 6, 2020, in Executive Order 20-02.
Renames the "unemployment compensation system" to the "reemployment assistance program". Changes the maximum total amount of reemployment assistance benefits, with respect to initial claims filed for any week beginning on and after January 1, 2023, to a range between 12 times the individual's weekly benefit if the state average unemployment rate is not more than 5.5% and 20 times the individual's weekly benefit if the state average unemployment rate is greater than 9%. (Under current law, the maximum total amount of benefits is 26 times the individual's weekly benefit, or 28% of the individual's wage credits with respect to the individual's base period, whichever is less.) Makes corresponding changes.
Provides that a public agency may not do any of the following: (1) Impose by rule, ordinance, or other action, or in the bid specifications or contract documents for a public works project, a requirement inconsistent with, in addition to, or more stringent or restrictive than certain statutory prequalifications or any other requirement of an applicable public works statute. (2) Award a public works contract to a contractor under a contract award standard other than the contract award standard of the applicable public works statute. (3) Require a potential bidder on a public works project to provide any information other than the applicable financial information required by the prequalification statutes or as prescribed by the state board of accounts under the applicable public works statute. (4) By rule, ordinance, or any other action relating to contracts for public works projects, create or impose any prequalification processes that are additional to or inconsistent with those established by the prequalification statute or impose any requirements that directly or indirectly restrict potential bidders or proposers to any predetermined class of bidders defined by labor affiliation or membership or minimum training requirements inconsistent with, or more restrictive than, those required by certain public works statutes. (5) Take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.

Provides that a person who enters a marked off area after having been denied entry by a firefighter commits interfering with public safety. (Under current law, the offense is committed only if the person is denied entry by an emergency medical services provider or a law enforcement officer.) Increases the penalty for obstruction of traffic under certain circumstances.
Allows a political subdivision, when required by statute to publish a notice two or more times, to make the first publication of notice in a newspaper and any subsequent publications of the notice on the official web site of the political subdivision. Requires the political subdivision or contractor that maintains the political subdivision's official web site to provide proof of publication of the notice on the official web site. Provides that if, with regard to a sheriff's sale of real property to execute a judgment, the sheriff is not able to procure publication of the notice in a newspaper of general circulation within the county, the sheriff may publish the notice on the Internet web site of each county where the real estate is located (instead of dispensing with the publication of notice entirely).
