Provides that the gender listed on an individual's birth certificate and permanent record made from the birth certificate may not be changed. Specifies certain exceptions.

Withdrawal of candidates.

Provides that a candidate may withdraw from being a candidate not later than noon 81 days before the date of a primary election. (Under current law, a candidate wanting to withdraw must do so not later than noon 85 days before the primary election.)

Religious freedom restoration.

Repeals the following provisions of the Indiana religious freedom restoration act: (1) An application provision stating certain limitations on the statute. (2) The definition of "provider".

Information or performances harmful to minors.

Provides that a college, university, or museum, or its employee acting within the scope of the employee's employment, may raise a defense to a prosecution for the crime of dissemination of matter or conducting a performance harmful to minors. Prohibits any school or public library that qualifies for certain property tax exemptions to raise a defense to a prosecution for the crime of dissemination of matter or conducting a performance harmful to minors. Provides that the victim has a civil cause of action against the person convicted of the crime of dissemination of matter or conducting a performance harmful to minors.

Ordinance enforcement.

Permits a city, town, or county (unit) to establish an ordinance violation court to adjudicate ordinance or code violations committed within the unit. Establishes the powers and duties of the court, and provides that the only court fee that may be collected by the ordinance violation court is an ordinance court fee, which may not exceed $200. Specifies that the ordinance court fee must be deposited in the general fund of the unit.

Grandparent and great-grandparent rights.

Allows great-grandparents to seek visitation rights with their great-grandchildren in certain circumstances. Provides that a grandparent or great-grandparent may seek visitation with a child if the parent or guardian of the child refuses to allow or restricts visitation by the grandparent or great-grandparent. Establishes factors the court may consider in determining whether granting visitation rights to a grandparent or great-grandparent is in the best interests of the child.
