Requires a retail pharmacy, before dispensing a prescription, to inform an insured patient of the cost of the drug or device without insurance or an applicable discount, if the cost of the drug or device is less than the copayment cost to the patient using the insurance or an applicable discount.
Authorizes wagering on video gaming terminals in certain establishments. Establishes a licensing structure for participants in video gaming. Imposes a video gaming wagering tax of 30% of adjusted gross receipts.
Defines "approved laboratory" for purposes of testing hemp. Establishes sampling requirements for testing hemp samples not more than 28 days before harvest for the purpose of ensuring that the harvest lot does not exceed the allowable delta-9-tetrahydrocannabinol (THC) concentration. Establishes testing requirements for each hemp harvest lot. Prohibits a THC test that involves the application of heat or decarboxylation or that requires tetrahydrocannabinolic acid (THCA) to be converted into THC. Provides that a grower who produces hemp with an average THC concentration exceeding 0.3% and not more than 1% on a dry weight basis is not guilty of negligently violating the requirements of the THC concentration requirements.
Provides that the renewal of the state of disaster emergency does not become effective unless it is approved by the general assembly. Provides that if the governor calls a special session for the purpose of renewing the state of disaster emergency, the: (1) governor shall notify the general assembly 10 days prior to the governor's intention to renew the state of disaster emergency; and (2) renewal shall be based on the same or substantially similar underlying set of facts as the original state of disaster emergency. Provides that the governor may not issue a new executive order to circumvent the renewal limitations in the case of a state of disaster emergency based on the same or substantially similar underlying set of facts as the original state of disaster emergency. Provides that any order, rule, or regulation limiting the operation of a business or industry shall be applied equally to all other businesses and industries. Provides, however, that the uniform treatment of all other businesses and industries does not apply to isolated events that include an act of God, such as a fire, an earthquake, a hurricane, a storm, or a similar natural disaster phenomenon. Makes conforming changes.
Requires social media providers with more than 1,000,000 active users in Indiana to pay an annual registration fee to the Indiana economic development corporation (IEDC). Defines "social media provider" as a social media company that: (1) maintains a public social media platform; (2) has more than 1,000,000 active users in Indiana; and (3) derives economic benefit from the data individuals in Indiana share with the company. Provides that the annual registration fee is equal to the total number of the social media provider's active Indiana account holders in a calendar year multiplied by $5. Establishes the online bullying, social isolation, and suicide prevention fund (fund) for the purposes of providing: (1) online bullying prevention; or (2) social isolation and suicide prevention; training and research for counselors and educational institutions. Provides that the division of mental health and addiction shall administer the fund. Transfers 10% of the revenue from the annual registration fee to the fund. Transfers the remaining annual registration fee revenue to the rural broadband fund.
Revises references to federal regulations relating to variances from water quality standards. Provides that a variance from a water quality standard issued for a period of more than five years must be reevaluated in accordance with the requirements of the federal rule on variances from water quality standards. Provides that a variance relating to an NPDES permit may be submitted at any time before or after the issuance, renewal, or modification of the NPDES permit. Eliminates the requirement that the department itself, at least once per year, administer a certification examination for operators of water treatment plants, water distribution systems, and wastewater treatment plants. Requires instead the department to ensure that the examination is administered at least once per year, and allows the examination to be administered by independent third parties authorized by the commissioner of the department.

Provides that an individual who performs teeth floating on horses is exempt from the licensing or special permit requirements of the veterinary medicine laws if the individual has a valid certification from the International Association of Equine Dentistry or an equivalent certification approved by the board of veterinary medicine and acts under the direct supervision of a licensed veterinarian when administering a sedative drug to a horse before performing teeth floating on the horse. Specifies that an individual who performs teeth floating may not administer a sedative drug to a horse before performing teeth floating on the horse unless the individual administers the sedative drug to the horse under the direct supervision of a licensed veterinarian.
