Fair and open competition for public works projects.

Provides that a public agency may not do any of the following: (1) Impose by rule, ordinance, or other action, or in the bid specifications or contract documents for a public works project, a requirement inconsistent with, in addition to, or more stringent or restrictive than certain statutory prequalification or any other requirement of an applicable public works statute. (2) Award a public works contract to a contractor under a contract award standard other than the contract award standard of the applicable public works statute. (3) Require a potential bidder on a public works project to provide any information other than the applicable financial information required by the prequalification statutes or as prescribed by the state board of accounts under the applicable public works statute. (4) By rule, ordinance, or any other action relating to contracts for public works projects, create or impose any prequalification processes that are additional to or inconsistent with those established by the prequalification statute or impose any requirements that directly or indirectly restrict potential bidders or proposers to any predetermined class of bidders defined by labor affiliation or membership or minimum training requirements inconsistent with, or more restrictive than, those required by certain public works statutes. (5) Take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.

Physical custody and parenting time.

Adds a rebuttable presumption in child custody proceedings that: (1) joint physical custody is in the best interests of the child; and (2) equal parenting time is in the best interests of the child. Provides that the default joint physical custody or parenting time schedule is to alternate weekly physical custody of the child, unless the parents submit an alternative schedule that is approved by the court.

Right to carry a handgun.

Repeals the law that requires a person to obtain a license to carry a handgun in Indiana. Specifies that certain persons who are not otherwise prohibited from carrying or possessing a handgun are not required to obtain or possess a license or permit from the state to carry a handgun in Indiana. Prohibits certain individuals from knowingly or intentionally carrying a handgun. Creates the crime of "unlawful carrying of a handgun". Provides that a prohibited person who knowingly or intentionally carries a handgun commits a Class A misdemeanor. Specifies that the unlawful carrying of a handgun is a Level 4 felony when a person: (1) is less than 21 years of age; and (2) has an adjudication as a delinquent child for an act described by IC 35-47-4-5 (unlawful possession of a firearm by a serious violent felon). Allows a resident of Indiana who wishes to carry a firearm in another state under a reciprocity agreement entered into by Indiana and the other state to obtain from the superintendent of the state police department a reciprocity license. Requires law enforcement agencies to make use of certain data bases when issuing reciprocity licenses. Makes conforming amendments.

Work sharing unemployment benefits program.

Establishes a work sharing unemployment insurance program (program). Requires an employer that desires to participate in the program to submit a work sharing plan for approval by the commissioner of the department of workforce development. Establishes the work sharing benefit as equal to an affected employee's unemployment benefit reduced by a percentage equal to the percentage of the employee's normal weekly work hours that the employee works under the approved work sharing plan.

Professional employer organizations.

Provides that for purposes of the unemployment compensation system law a professional employer organization (PEO): (1) that enters into a professional employer agreement is not treated as a successor employer or as receiving a transfer of a trade or business; (2) that elects to use the PEO level reporting method is liable for contributions, interest, penalties, and surcharges for the duration of a professional employer agreement unless the PEO elects to change to the client level reporting method; and (3) is permitted to apply certain wages to the maximum amount of wages that are subject to contributions to the system. Provides that certain changes in a PEO relationship do not make a client a successor employer. Provides that a PEO that has made an election to use the client level reporting method may file a request for clearance with the department of workforce development.

Reorganization of municipality and township.

Allows a municipality in a county (excluding Marion County) to reorganize with a township that has at least 70% of its population within the municipality, if: (1) the municipality adopts a reorganization plan; and (2) more than 50% of the sum of all voters in the municipality and the unincorporated area of the township approve the reorganization plan. Allows the reorganized political subdivision to provide township assistance within the former boundaries of the reorganizing township by contracting with nonprofit organizations.

Film and media production tax credit.

Establishes the Indiana film and media production expenditure tax credit. Provides a refundable tax credit to qualified applicants that make certain qualified production expenditures for a qualified media production in Indiana. Provides that the tax credit may be granted only if qualified production expenditures meet certain thresholds. Provides that the amount of the credit equals the qualified production expenditures multiplied by a percentage determined by the Indiana destination development corporation (corporation). Provides that the qualified applicant must, before incurring or making the qualified production expenditures, apply to the corporation for approval of the tax credit. Provides certain requirements that must be included in a tax credit agreement. Specifies that these tax credits may not be awarded for a taxable year ending after December 31, 2029.

EMS immunity.

Adds: (1) certified emergency medical responders; (2) certified advanced emergency medical technicians; and (3) licensed paramedics; to certain statutes concerning negligence and emergency medical services. Provides that a certified emergency medical technician who provides certain emergency medical services (EMS) to an emergency patient is not liable for an act or omission in providing those services unless the act or omission constitutes gross negligence or willful misconduct. Provides that a certified emergency medical responder who uses an automatic or a semiautomatic defibrillator on an emergency patient according to certain procedures is immune from civil liability for acts or omissions when rendering those services unless the act or omission constitutes gross negligence or willful misconduct. Provides that an act or omission of a licensed paramedic or a certified advanced emergency medical technician done or omitted in good faith while providing advanced life support to a patient or trauma victim does not impose liability upon the paramedic or advanced emergency medical technician, the authorizing physician, the hospital, or the officers, members of the staff, nurses, other employees of the hospital, or the local governmental unit unless the act or omission constitutes gross negligence or willful misconduct.

Panhandling.

Provides that a person who panhandles within 50 feet of: (1) the entrance or exit to a bank, business, or restaurant; (2) the location where a financial transaction occurs; or (3) a public monument; commits the offense of panhandling, a Class C misdemeanor. Provides that a person who knowingly or intentionally panhandles regardless of the time of day commits panhandling, a Class C misdemeanor. (Current law limits the time period of the offense to after sunset and before sunrise.) Defines "financial transaction" and "public monument".
