State house monument to suffragists.

Extends the Indiana women's suffrage centennial commission (IWSCC) until July 1, 2024. Requires the IWSCC to commission the creation of a suitable monument to the people of Indiana active in the women's suffrage movement and the ratification of the Nineteenth Amendment to the Constitution of the United States. Requires the department of administration to install the monument commissioned by the IWSCC on the grounds of the state house before January 1, 2024.

Thirteenth check and $50 increase payment.

Provides for a thirteenth check in 2021 for certain members of the: (1) Indiana state teachers' retirement fund; (2) public employees' retirement fund; (3) state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan; (4) state police pre-1987 benefit system; and (5) state police 1987 benefit system. Provides for a $50 payment to members of the Indiana state teachers' retirement fund and public employees' retirement fund, and to participants of the state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan.

Barbering and beauty culture and other occupations.

Allows an individual to provide services for compensation as a barber, cosmetologist, electrologist, esthetician, or manicurist without holding a state license or a license from a unit of local government if, before providing the services to a consumer, the individual: (1) provides to the consumer a written document that contains: (A) a statement disclosing that the individual does not have an occupational license; (B) the address and telephone number at which the individual can be contacted; and (C) the individual's dated signature; and (2) obtains the dated signature of the consumer on the document. Provides, however, that the individual is required to comply with all health, safety, security, confidentiality, reporting, and consumer protection requirements applying to an individual who provides the same services pursuant to a state license. Repeals a law entitling a military veteran to a license to vend, hawk, and peddle goods, wares, fruits, and merchandise without paying a license fee.

Medical cannabis.

Establishes a medical cannabis program, administered by the state department of health, to permit the use of medical cannabis in Indiana. Reduces the penalty for possession of marijuana, hashish, hash oil, and salvia to: (1) a Class C infraction for a first offense; (2) a Class C misdemeanor for a second or subsequent offense; and (3) a Class A misdemeanor for a second or subsequent offense if the person possesses more than a specified amount. Reduces the penalty for possession of marijuana, hashish, hash oil, or salvia packaged in a container labeled as containing low THC hemp extract to a Class C misdemeanor. Provides that a person's probation may not be revoked solely on the basis that the person tested positive for marijuana or a metabolite of marijuana. Makes conforming amendments.

Rioting.

Removes immunity under the Indiana tort claims act for the failure to enforce a law if the failure to enforce the law: (1) occurs in connection with an unlawful assembly; and (2) constitutes gross negligence. Requires a person convicted of a battery against a law enforcement officer, firefighter, or emergency medical services provider to: (1) serve a mandatory minimum sentence of 30 or 90 days, depending on the severity of the injury; and (2) make restitution to the victim. Defines "tumultuous conduct" and "unlawful assembly" for purposes of the rioting statute, and requires a person convicted of rioting to: (1) serve a mandatory minimum sentence of 30 days; and (2) make restitution to the victim. Defines "camp" and "state capitol and related property", and makes unlawful camping on state capitol and related property a Class A misdemeanor. Allows for the civil forfeiture of property that is used by a person to finance a crime committed by a person while a (lawful or unlawful) protest was taking place. Adds enhanced penalties to the crimes of: (1) rioting; (2) criminal mischief; (3) intimidation; and (4) disorderly conduct. Adds a sentence enhancement to battery committed while a (lawful or unlawful) protest was taking place. Defines "defunding law enforcement" and allows a person to bring an action to enjoin a local unit from defunding law enforcement.
