Permits a member of the general assembly, professional staff of the general assembly, and a state officer to carry a handgun within the state capitol building and on the property of the Indiana government center campus if the person is not prohibited from carrying a handgun by state or federal law.

Amends the definition of "eligible choice scholarship student" for purposes of eligibility under the choice scholarship program. Amends the definition of "eligible student" for purposes of eligibility under the Indiana education scholarship account program.
Provides that if an electricity supplier provides a property owner with notice of the electricity supplier's intent to: (1) install new communications infrastructure; or (2) allow: (A) an affiliated entity of the electricity supplier; or (B) a communications service provider; to install new communications infrastructure; within an electric easement on the property, the property owner shall allow the electricity supplier, affiliated entity, or communications service provider to access the electric easement for purposes of the attachment or installation of communications infrastructure within the electric easement. Provides that a property owner is not entitled to damages for a decrease in the value of the property caused by an electricity supplier's use of an electric easement on the property for communications infrastructure if an appraisal of the property cannot determine a value for the property due to a lack of comparable properties.
Provides that a transaction involving a person's acquisition of agricultural machinery, tools, or equipment is exempt from the application of the state gross retail tax regardless of whether the person also intends to use the property for a nonexempt purpose and that such a transaction may not be prorated. Requires the department of state revenue to amend the administrative rules to conform with the provision added by the bill.
Allows the judges of the Delaware circuit court to appoint a full-time magistrate.
Limits the annual increase in assessed value of a homestead to 5% unless: (1) ownership of the homestead changes; or (2) the increase results from physical changes to the homestead. Limits the increase in assessed value of a homestead over a 10 year period to 40%.
Provides that a probation officer is a state employee whose salary is: (1) fixed by the appointing court in accordance with minimum compensation requirements adopted by the judicial conference of Indiana; and (2) paid from the state general fund. Allows a county, city, or town to pay a probation officer a salary supplement in the unit's salary ordinance.
Removes a requirement that a school corporation record or include certain immunization information in the official high school transcript for a high school student. Specifies that only the general assembly (rather than the Indiana department of health) may expand or modify the list of communicable diseases that require documentation of immunity for a student.
Removes the superintendent of public instruction from the list of officeholders who shall discharge the powers and duties of the governor if the office of the governor and lieutenant governor are both vacant. This proposed amendment has not been previously agreed to by a general assembly.
Repeals the law that requires a person to obtain a license to carry a handgun in Indiana. Specifies that certain persons who are not otherwise prohibited from carrying or possessing a handgun are not required to obtain or possess a license or permit from the state to carry a handgun in Indiana. Prohibits certain individuals from knowingly or intentionally carrying a handgun. Creates the crime of "unlawful carrying of a handgun" and specifies the penalties for committing this crime. Allows particular individuals who do not meet the requirements to receive a handgun license and are not otherwise prohibited to carry a handgun in limited places. Allows a resident of Indiana to obtain in certain circumstances a license to carry a handgun in Indiana. Makes theft of a firearm a Level 5 felony. Defines certain terms. Makes conforming amendments and repeals obsolete provisions.
