Establishes a tax credit for newborn children, which an eligible taxpayer may claim only in the first taxable year in which a particular newborn child is eligible for the exemption allowed under specified provisions of the Internal Revenue Code. Defines "eligible taxpayer". Provides that the amount of the credit is $500 per newborn child, or $250 per eligible newborn child in the case of a married individual filing a separate return. Prorates the credit in the case of a resident taxpayer residing in Indiana for a period of less than the taxpayer's entire taxable year. Limits the total amount of credits that may be awarded in a calendar year to $10,000. Provides for the expiration of the credit.
Requires the state board of nursing to adopt or amend rules to require trauma informed care training as part of the required curriculum for nursing education programs.
Allows a pharmacist to administer an immunization that is recommended by the federal Centers for Disease Control and Prevention Advisory Committee on Immunization Practices and approved by federal Food and Drug Administration to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if certain conditions are met. (Current law allows a pharmacist to administer specified immunizations to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if certain conditions are met.) Authorizes the commissioner of the Indiana department of health to remove during the legislative interim a vaccination from the list of vaccinations otherwise recommended and approved by the federal government. Provides that the commissioner's removal of the vaccination from the list is effective until the date that the general assembly adjourns sine die in the ensuing calendar year.
Prohibits the use of specific devices to take minnows from a waterway unless certain conditions are met. Provides an exemption for bait dealers and individuals with a scientific purposes license. Requires, not later than July 1, 2030, that the department of natural resources submit a report to legislative council regarding Sugar Creek's environmental condition and the status of the fish and wildlife population at Sugar Creek.

Adds bullying or abusive behavior as a factor for finding a child to be a child in need of services if other specified circumstances are met.
Provides that the division of family resources (division) may waive contribution requirements for certain approved applicants of the school age child care program. Requires the division to adopt rules specifying cost and expense standards for transporting a child to a facility where the child does not attend school. Makes an appropriation.
Establishes the family recovery court fund and provides that money in the fund is continuously appropriated for the purpose of funding family recovery courts. Provides that family recovery courts: (1) target cases of abuse or neglect wherein a parent or primary caregiver suffers from a substance use disorder or co-occurring disorders; and (2) are certified as problem solving courts by the office of judicial administration.
