Requires an animal care facility to adopt policies and procedures that govern the return of lost or stray dogs and cats to the dog's or cat's owner. Provides animal care policies and procedures that an animal care facility may include to return lost or stray dogs and cats to the dog's or cat's owner.
A CONCURRENT RESOLUTION urging the creation of a Medal of Honor Memorial Highway in Indiana.
Requires the department of state revenue, the state department of labor, the worker's compensation board of Indiana, and the department of workforce development to report before November 1 of each year for three years, beginning November 1, 2020, to the interim study committee on employment and labor for the immediately preceding state fiscal year: (1) the number of employers that each department or the board determined during the immediately preceding state fiscal year improperly classified at least one worker as an independent contractor; (2) the total number of improperly classified workers employed by those employers; (3) the department's or board's calculation of actual revenue not collected or the additional costs to the state that the department or board attributes to the improperly classified workers; (4) the amount of the penalties and interest assessed against those employers by each department or the board, and the amount of the penalties and interest assessed that has been collected; and (5) the classification criteria used by the department to classify workers. Requires that the reports include only information in the form of aggregate statistics and not include information that can be used to identify specific employers or workers.
Authorizes the town of Clarksville to adopt a town food and beverage tax. Provides that the tax rate may not exceed 1%. Provides that money received from the tax shall be distributed by the treasurer of state to the town of Clarksville. Specifies the uses to which receipts from the food and beverage tax may be applied.
Provides the following effective July 1, 2021: (1) Authorizes the Indiana destination development corporation (corporation) to employ a film commissioner. (2) Authorizes the corporation to establish a film and media production incentive program. Requires the corporation, in coordination with the office of management and budget, to provide a report to the interim study committee on fiscal policy concerning: (1) film and media production incentives offered in other states; and (2) a recommendation on the type of incentive that should be offered in Indiana.
Allows the office of the secretary of family and social services to apply for a Medicaid state plan amendment to allow school corporations to seek Medicaid reimbursement for medically necessary, school-based Medicaid covered services that are provided under federal or state mandates. Specifies possible services for Medicaid reimbursement. Adds physical therapy to the list of services a school psychologist may refer a student. Allows a school psychologist to make referrals to physical therapists for mandated school services.
A CONCURRENT RESOLUTION honoring Indiana University in recognition of its Bicentennial Anniversary on January 20, 2020.
Establishes a gift package permit that allows a person who: (1) is solely engaged in the retail sale of gifts and flowers; and (2) does not have an interest in an alcoholic beverage permit; to sell and deliver gift packages that contain gifts, flowers, floral arrangements, potted plants, and beer and wine. Establishes requirements for: (1) hours; (2) verifying the age of purchasers and recipients; and (3) record keeping; of sales and deliveries of gift packages. Allows a minor to be on the licensed premises of a business with a gift package permit. Establishes a fee of $100 annually for a gift package permit that is deposited into the enforcement and administration fund of the alcohol and tobacco commission.
Authorizes the Indiana destination development corporation (IDDC) to approve and issue a film and media production expenditure rebate (rebate) to a qualified applicant that proposes to make qualified production expenditures totaling: (1) in the case of certain productions, at least $500,000; and (2) in the case of animation or music productions, at least $100,000; in Indiana. Requires the IDDC to enter into an agreement with a qualified applicant for the rebate, and specifies the terms that must be in the agreement. Establishes the criteria for approving a rebate and the procedures for claiming a rebate. Provides that the IDDC may not issue a rebate to a qualified applicant after December 31, 2027. Provides that the total amount of rebates issued by the corporation may not exceed $5,000,000 in a state fiscal year. Requires the IDDC to employ a film commissioner to supervise the rebate program. Provides duties for the film commissioner.
Establishes the solemn covenant of the states to award prizes for curing disease compact. Establishes responsibilities and duties within the compact. Provides for immunity for members, officers, executive director, employees, and representatives of the solemn covenant of states commission.
