Repeals the Indiana Code chapter that establishes the five star mortgage program under which the department of financial institutions must: (1) certify lenders that offer certain residential mortgage products as "five star mortgage lenders"; and (2) allow lenders to use that designation in marketing materials and solicitations to Indiana customers. Strikes references to the program in sections of the Indiana Code concerning: (1) alternative investment programs for the legislators' defined contribution fund; (2) investments in mortgage pools by the board of trustees of the Indiana public retirement system; and (3) alternative investment programs for annuity savings accounts in the public employees' retirement fund. Makes various changes to the statutes governing the state and local weights and measures program administered by the division of weight and measures of the state department of health to do the following: (1) Remove or replace outdated terminology. (2) Update practices, procedures, and requirements. (3) Repeal the existing Indiana Code section concerning the offering for sale and packaging of commodities (including vegetables, berries, and small fruits) and replace the section with language concerning the offering for sale and packaging of berries and small fruits. (4) Repeal the existing Indiana Code chapter concerning grades for sweet potatoes.

Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving record card learner's permit and driving record card to obtain driving privileges. Provides that a driving record card learner's permit and driving record card may not be used for federal identification or any other federal purpose. Provides that a driving record card learner's permit and driving record card may not be used for the purpose of voting or employment verification. Requires an individual who holds a driving record card learner's permit or driving record card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle the holder operates in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Makes conforming amendments. Makes technical corrections.
Requires the office of the secretary of family and social services (office of the secretary) to apply to the United States Department of Health and Human Services for a Medicaid waiver or state plan amendment to implement, not earlier than January 1, 2024, a fee for service integrated care model program for specified category of Medicaid recipients. Sets forth requirements of the program. Sets forth certain requirements, including contract requirements for any contract between the office of the secretary and specified entities, in the operation of a risk based managed care program or integrated care model program for the specified covered population.
Effective July 1, 2022: (1) Allows a notice to be published in either a locality newspaper or a regular newspaper. (2) If no locality newspaper or a regular newspaper is published in a county, requires publication in a locality newspaper or regular newspaper published in an adjoining county having a general circulation within the county placing the notice. (3) Prohibits an indigent person from being charged a fee that is greater than the governmental rate for publishing a notice. Effective January 1, 2023: (1) Changes the basic rate for publishing notices. (2) Allows for an increase January 1 of any year of the basic charges for the previous year for publishing notices by not more than the inflation rate. (3) Establishes a limit on the amount charged for publishing notices regarding estate administrations, sheriff's foreclosure sales, redemption of property, and service of summons by publication. Effective July 1, 2027: (1) Requires a notice to be published: (A) in an eligible publication; (B) on a statewide notice web site; and (C) if the notice is required by a court order, rule, or statute and is part of a court proceeding, on the Indiana supreme court web site. (2) Repeals statutes defining newspapers and other publications and publication of subsequent notices on the official web site of the political subdivision. Provides that not later than July 1, 2027, the office of technology may enter into memoranda of understanding with state agencies and an organization representing a majority of Indiana newspapers to operate a statewide notice web site. Makes conforming amendments.
Requires the office of technology to maintain a repository of cybersecurity incidents. Provides that a state agency and a political subdivision shall: (1) report any cybersecurity incident to the office without unreasonable delay and not later than two business days after discovery of the cybersecurity incident in a format prescribed by the chief information officer; and (2) provide the office with the name and contact information of any individual who will act as the primary reporter of a cybersecurity incident before September 1, 2021, and before September 1 of every year thereafter. Allows the office of technology to assist a state agency with certain issues concerning information technology. Provides that if requested by a political subdivision, the office may develop a list of third party technology providers that work with the office. Requires a state educational institution to submit a quarterly analysis with certain conditions. Makes conforming changes.

A CONCURRENT RESOLUTION memorializing Martin "Marty" J. Meyers.
Provides that an enterprise zone may be renewed for an additional five year period if the fiscal body of the municipality in which the enterprise zone is located adopts a resolution to renew the enterprise zone. Provides that a zone business located in the renewed enterprise zone may only access the property tax deduction incentive.
Specifies that the bill is severable. Provides that the general assembly may convene in an emergency session if the legislative council adopts a resolution making certain findings concerning a state of emergency declared by the governor. Specifies the maximum length of an emergency session. Provides that in an emergency session the general assembly may enact only bills relating to the agenda stated in the legislative council's resolution. Provides that the general assembly may adopt concurrent resolutions and each house may adopt simple resolutions during an emergency session. Establishes the legislative state of emergency advisory group. Creates the economic stimulus fund (ESF) for the deposit of all discretionary funds received by the state. Defines "discretionary funds" to mean federal economic stimulus funds received under federal legislation granting the state authority to determine the amounts and manner in which the federal economic stimulus funds may be expended. Provides that discretionary funds deposited into the ESF during a period in which the general assembly is convened in a regular session, an emergency session, or a special session may not be allotted or expended unless appropriated by the general assembly or reviewed by the budget committee. Provides that before discretionary funds deposited into the ESF during a period in which the general assembly is not convened in a regular session, an emergency session, or a special session may be allotted to or expended by a state agency or instrumentality, the allotment or expenditure must be reviewed by the budget committee. Provides that discretionary funds deposited into the ESF may not be expended, transferred, assigned, or otherwise removed from the ESF by the state board of finance, the budget agency, or any other state agency except as permitted under the provisions of the statute. Exempts federal economic stimulus funds obligated or expended before April 29, 2021, from the application of the statute. Provides that a violation of the disaster statute (IC 10-14-3) or an order authorized by that statute is a Class B infraction instead of a Class B misdemeanor.
