A CONCURRENT RESOLUTION recognizing the Indiana Rangers, Company D of the 151st Infantry Regiment of the Indiana National Guard.
A CONCURRENT RESOLUTION urging the creation of a Medal of Honor Memorial Highway in Indiana.
Requires each political subdivision or other entity that imposes a food and beverage tax to annually report information concerning distributions and expenditures of amounts received from the food and beverage tax. Urges the legislative council to assign to the fiscal policy interim study committee the task of conducting a review of each food and beverage tax statute, including: (1) the purposes for which revenue from each food and beverage tax may be used; and (2) the expiration date of each food and beverage tax, if any.
Provides that a school corporation or a charter school may receive an advance from the common school fund for payment of a local match required for the receipt of federal funds for use in constructing a safe room for protection from injury during extreme weather events or converting existing space to a safe room. Establishes the school corporation and charter school safe room program (program). Provides that the state board of education (state board), in consultation with the department of homeland security, shall administer the program. Provides that the state board of finance shall periodically establish the rate or rates of interest payable on advances made as long as the established interest rate or rates are not less than 1% and do not exceed 4%. Provides that the term of the advance may not exceed 10 years after the date of the advance. Provides that the maximum amount of the advance that the state board may approve is equal to the amount of the local match required for the receipt of federal funds for use in constructing a safe room or converting existing space to a safe room. Provides that a charter school may provide the state board with an adequate security interest for the repayment of an advance made to the charter school. Provides that a school corporation may levy a property tax for its debt service fund and transfer those revenues to the school corporation's education fund.
Establishes the reservist tuition supplement program (program) and reservist tuition supplement program fund (fund). Requires the commission for higher education to administer the program and fund. Provides that money in the fund is continually appropriated.
Allows the judges of the Hamilton circuit and superior courts to jointly appoint an additional magistrate to serve the Hamilton County courts.
Provides that a public agency may not do any of the following: (1) Require a potential bidder on a public works project to provide any information that the potential bidder considers confidential or proprietary as a requirement for the public agency finding the bidder to be a responsive or responsible bidder. (2) By rule, ordinance, or any other action relating to contracts for public works projects for which competitive bids are required impose any requirement that directly or indirectly restricts potential bidders to any predetermined class of bidders defined by experience on similar projects, size of company, union membership, or any other criteria. (3) Take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.
