Highway finances.

Reduces the required percentage amount of the motor vehicle highway account distributions that counties, cities, and towns must use for the construction, reconstruction, and preservation of highways from 50% in current law to 40% in calendar years beginning January 1, 2022, and ending December 31, 2023. Provides that, for a period in which the reduction applies, the term "preservation" includes both snow removal and expenditures for deicing road salt or similar deicing agents. Requires counties, cities, and towns that apply the reduced required percentage amounts authorized under the bill to submit to the local technical assistance program at Purdue University in conjunction with the Indiana department of transportation (LTAP) a detailed itemization of the uses of the funds in the calendar year that were for: (1) purposes other than construction, reconstruction, and preservation; and (2) preservation that included only snow removal and expenditures for deicing road salt or similar deicing agents. Requires the LTAP to present a statewide aggregate report of the results received from counties, cities, and towns to the state budget committee for each year.

Government limitations on hours of operation.

Limits the authority of state agencies and political subdivisions to restrict the hours of operation of a private business or other nongovernmental entity. Provides for the revision of statutes to bring them into conformity with this act.

School employee contracts.

Provides that a certificated employee who is not a member of the exclusive representative (union) may enter into an employment contract with a school corporation that contains terms that differ from the terms set forth in the collective bargaining agreement. Provides that it is not an unfair labor practice for a school corporation to enter into the employment contract. Provides that certain provisions that apply or do not apply to certificated employees subject to collective bargaining agreements also apply or do not apply to certificated employees that enter into such employment contracts.

State disaster emergencies.

Provides that a state of disaster emergency may not continue for longer than 30 days unless the state of disaster emergency is renewed for an additional 30 days by the governor and the general assembly is in session or the governor has called for a special session under Article 4, Section 9 of the Constitution of the State of Indiana. Provides that, after the initial 30 day renewal of the state of disaster emergency, any subsequent renewal or revision of the state of disaster emergency may be renewed or revised by the governor every 30 days. Provides that the state of disaster emergency is terminated if, during any 60 day period while the state of disaster emergency is in effect, the general assembly has not been in session or the governor has not called for a special session under Article 4, Section 9 of the Constitution of the State of Indiana. Provides that a special session of the general assembly may convene at any time during the 30 days after which the governor issues a proclamation that calls for a special session of the general assembly.

Teacher paycheck deductions.

Provides that, after June 30, 2021, a school employer may not deduct from the school employee's pay any dues, or in any way facilitate the payment of dues, that a school employee of the school employer may elect to pay to: (1) a school employee organization that is an exclusive representative of any employees of the school employer; (2) an employee organization; or (3) an entity that is exempt from federal income taxation under Section 501(c)(4) of the Internal Revenue Code. Repeals a provision that provides that a school employer is required to: (1) deduct from the pay of the employee any dues designated or certified by the appropriate officer of a school employee organization that is an exclusive representative of any employees of the school employer; and (2) remit the dues to the school employee organization.

Core 40.

Provides that a high school may replace certain high school courses on the high school transcript with alternative courses in science, technology, engineering, or mathematics (STEM) in order to satisfy an Indiana diploma with a Core 40 with academic honors designation or another designation requirement.

Law enforcement officers.

Provides that a grant may be awarded to a law enforcement agency for a law enforcement officer in an upper level position to: (1) attend a deescalation training course; and (2) establish a deescalation training program, based on the training received during the deescalation training course that is offered to law enforcement officers employed by the law enforcement agency. Establishes the deescalation training fund. Increases the penalty for battery if it is committed against a public safety official because of the official's status or perceived status as a public safety official. Increases the penalty for aggravated battery and criminal recklessness if it is committed against: (1) a public safety official while the official is engaged in the official's official duties; or (2) a public safety official if the offense is committed because of the official's status or perceived status as a public safety official.

Various welfare matters.

Provides that money earned by a child or a member of the child's family as a student participating in a paid internship, a work based learning course, or a paid postsecondary work experience that allows the individual to apply for a related apprenticeship is: (1) disregarded for purposes of determining eligibility for assistance or the amount of assistance for a child under the federal Temporary Assistance for Needy Families (TANF) program and the Supplemental Nutrition Assistance Program (SNAP); (2) disregarded for certain Medicaid category populations in determining eligibility for Medicaid; and (3) factored by applying a reasonable method to include a prorated portion of reasonably predictable future income in determining Medicaid eligibility for certain Medicaid category populations. Specifies that income earned by an individual employed in a temporary job as a census worker is not counted for purposes of: (1) TANF; (2) SNAP; (3) Medicaid; (4) a school lunch program; and (5) determining eligibility for certain scholarships, grants, or awards. Changes the amount of equity value in a motor vehicle disregarded for purposes of eligibility in the TANF program from $5,000 to $10,000.
