Establishes a definition of "virtual instruction" for purposes of determining a school corporation's basic tuition support using the average daily membership (ADM).

Urging health insurers to donate some of their increased net earnings to state and local health departments to support COVID-19 vaccination programs.
Provides that to qualify for a tax exemption, an owner of a building may establish a charitable purpose by leasing all or part of the building at a rate substantially below market cost to a person using the building for an educational, literary, scientific, religious, or charitable purpose.
Provides that "qualified higher education expense" includes qualified education loan repayments under Section 529(c)(9) of the Internal Revenue Code.
Provides that a massage therapist who is licensed, certified, or registered in another state may receive an Indiana license by endorsement if the other state's credentialing standards are substantially equivalent to or exceed the credentialing standards in effect in Indiana at the time that the individual's license, certification, or registration was granted in the other state.
Provides a state income tax credit to Indiana physicians who provide uncompensated training of medical students in an approved clinical rotation training program in Indiana. Defines "clinical rotation" as a period of clinical training of one or more medical students that in the aggregate totals not less than 160 hours. Provides that the amount of the credit is equal to: (1) the number of clinical rotations completed in the taxable year; multiplied by (2) either: (A) $375 for each of the first one through three clinical rotations completed in the taxable year; or (B) $500 for each of the next four through 10 clinical rotations completed in the taxable year.
Establishes the epilepsy foundation trust license plate as a special group recognition license plate.
Provides that for a member of the armed forces deployed or stationed outside of the United States, the individual's tax rate for the income attributable to that military service is 1.62% (instead of 3.23%).
