Prohibits the possession, sale, transfer, or breeding of exotic or dangerous wild animals, except by certain persons and entities. Prohibits a person that owns or possesses an exotic or dangerous wild animal from allowing a member of the public to come into direct contact with the exotic or dangerous wild animal. Prohibits the declawing or removal of the canine teeth of an exotic or dangerous wild animal unless necessary for treatment of a medical problem. Provides for the seizure, impoundment, and forfeiture of an exotic or dangerous wild animal for a violation of the law. Authorizes the owner of an exotic or dangerous wild animal to voluntarily relinquish ownership and possession of the exotic or dangerous wild animal. Allows an exotic or dangerous wild animal to be humanely destroyed by a law enforcement officer under certain circumstances. Establishes criminal penalties for violations of the law. Allows a city, town, county, or township to impose restrictions on the possession, sale, transfer, or breeding of an exotic or dangerous wild animal more stringent than the state restrictions.

Provides for the issuance of driving cards and driving card learner's permits (cards) to residents of Indiana who cannot provide proof of identity and lawful status in the United States. Provides that cards may not be used for federal identification or any other federal purpose. Requires that an individual who holds a card and operates a motor vehicle must verify that financial responsibility on any motor vehicle that the holder operates is continuously maintained in the amounts required by law. Makes conforming amendments. Makes technical corrections.

Establishes the school bus safety equipment grant fund (fund), administered by the department of education, to provide grants to school corporations seeking to purchase or equip school buses and special purpose buses with 3-point lap and shoulder safety belts or, if recommended by the state school bus committee, other proven safety equipment. Provides that a governing body may apply for a grant from the fund in an amount equal to 50% of the cost of purchasing or equipping a school bus or special purpose bus with 3-point lap and shoulder safety belts or other safety equipment. Requires a governing body seeking to purchase a school bus or special purpose bus to request information concerning the cost of purchasing a school bus or special purpose bus equipped with 3-point lap and shoulder safety belts. Requires the governing body to hold a public hearing on the costs and benefits of purchasing a school bus or special purpose bus with 3-point lap and shoulder safety belts before voting on whether to purchase a school bus or special purpose bus equipped with 3-point lap and shoulder safety belts. Allows a school corporation to use a portion of a grant from the safe schools fund or the secured school fund toward purchase or equipping school buses and special purpose buses with safety equipment. Requires each occupant of a school bus or special purpose bus that has a 3-point lap and shoulder safety belt to have the 3-point lap and shoulder safety belt properly fastened about the occupant's body at all times when the bus is in motion. Provides for an exception to the laws concerning other types of passenger restraint systems.

Recognizing FIRST Indiana Robotics and FIRST Indiana Robotics teams.

Requires every infant to be screened for cytomegalovirus at the earliest feasible time.

Defines "consent" for an offense involving a sex crime. Provides that a person commits rape if the person engages in sexual activity with another person and the other person: (1) has not given consent; or (2) submits to the sexual activity under the belief that the person committing the act is someone the victim knows, other than the person committing the act, and such belief is intentionally induced by any artifice, pretense, or concealment practiced by the person.

Provides that a person who, with the intent to arouse or satisfy the person's own sexual desires or the sexual desires of another person: (1) touches the other person's genitals, pubic area, buttocks, or breast; and (2) knew or reasonably should have known it was against the consent of the other person; commits sexual battery, a Level 6 felony.

Defines "clothing" and "backpack", and incorporates the definition of "school supply" as set forth in the Streamlined Sales and Use Tax Agreement for purposes of the sales and use tax exemption period. Provides a sales and use tax exemption period beginning on August 1 through August 7 of each year for the following items: (1) Certain articles of clothing, if the sales price of the article of clothing does not exceed $100. (2) A backpack or school supply, if the backpack or school supply is purchased for use by a student in a public or private elementary or secondary school, and if the sales price of the backpack or school supply does not exceed $100. Provides that a retailer is not required to obtain an exemption certificate stating that backpacks or school supplies are purchased for use by students in a public or private elementary or secondary school unless they are being purchased in a quantity that indicates otherwise.

Requires coverage for nonemergency medical transportation of individuals who have been deemed presumptively eligible for Medicaid during the time in which the individual is deemed presumptively eligible for Medicaid. Requires the office of the secretary of family and social services to apply for any Medicaid state plan amendment or waiver necessary to provide for the coverage.
