Authorizes a county fiscal body to adopt an ordinance to provide a credit against property tax liability for qualified individuals. Defines a "qualified individual" for purposes of the credit. Provides that the ordinance may designate: (1) all of the territory of the county; or (2) one or more specific geographic territories within the county; as an area in which qualified individuals may apply for the credit. Provides that the credit amount is equal to the amount by which property taxes on the property increased by more than 2% from the prior year. Requires a qualified individual who desires to claim the credit to file a certified statement with the county auditor. Provides that the county auditor shall apply the credit in succeeding years after the certified statement is filed unless the auditor determines that the individual is no longer eligible for the credit or the county fiscal body rescinds the ordinance. Provides a penalty for wrongly receiving the credit that is the same as the penalty for wrongly receiving the homestead standard deduction.

Requires the state board of education (state board) to approve, for purposes of career and technical education graduation pathways, a career and technical education cluster that allows students to acquire knowledge and skills related to employment in the electric, natural gas, communications, water, and wastewater utility industries. Requires the governor's workforce cabinet (cabinet), in consultation with the state board, department of education, and department of workforce development, to create course sequences for the career and technical education cluster. Provides that, in creating one or more course sequences concerning the utility career cluster, the cabinet shall: (1) consider the impact of course sequences on long term outcomes of students; and (2) prioritize course sequences that lead to high wage, high demand jobs. Provides that certain requirements apply to career clusters approved or amended and course sequences created or amended after July 1, 2020. Requires the cabinet to: (1) collect data each year regarding approved career clusters and course sequences to inform decision making around approving, creating, and amending current and future career clusters and course sequence requirements; and (2) prepare and submit, not later than November 1 of each year, a report to the legislative council regarding the collected data.
Amends the statute concerning the statute of limitations for actions for the recovery of the possession of real estate to provide that such an action that: (1) involves a line located and established by a professional surveyor; and (2) accrues before the lines are located and established by the surveyor; must be commenced before the expiration of the appeal period set forth in the statute governing county surveyors. Amends the Indiana Code provision concerning the establishment of property lines by means of a legal survey to specify that the lines established are binding on all affected landowners, including a landowner who claims title under a claim of adverse possession. Provides that certain information must be contained in a notice of survey sent to adjoining landowners, and that a legible copy of the plat of the legal survey must be enclosed with the notice.

Specifies that a landlord includes a property owner. Authorizes a landlord to seek an emergency possessory order if an occupant has no contractual relationship with the property owner or other interest in the property.
Allows the spouse or a minor child of a disabled veteran who possesses a Golden Hoosier Passport to receive unlimited admission for one calendar year to the Indiana state parks, recreation areas, reservoirs, forests, historic sites, museums, memorials, and other department properties whether or not the disabled veteran is present in the vehicle at the time of entry to the property.
Provides that sales of feminine hygiene products are exempt from the state gross retail tax.
Provides that a certificate of authority is valid for two years after the date the certificate of authority is approved by the bureau of motor vehicles (BMV). Provides that the BMV shall establish a system that allows applicants to electronically amend information contained on a certificate of authority.
Provides that if a proposed ordinance will decrease a local income tax rate, rescind a local income tax, or change the use of the proceeds from a local income tax, an adopting body that is a local income tax council or a county council shall inform the taxing units that they must provide verification and notice to the adopting body before the hearing on the proposed ordinance if the decrease, rescission, or change will adversely affect the repayment of bonds, leases, or other obligations. Increases, for the Marion County small claims courts, the: (1) bailiff's service of process by registered or certified mail fee; and (2) cost for the personal service of process by the bailiff or other process server; from $13 to $15. Provides that if an amount collected by a clerk of a city or town court for bail, a fine, a civil penalty, or various other fees is more than the amount required, the clerk shall retain as an administrative fee an amount up to $5 and refund the excess amount. Provides that for certain disposals of property, if more than one eligible abutting landowner submits an offer to purchase a tract, the disposing agent, without further appraisal or notice, may sell the tract to the eligible abutting landowner who submits the highest offer.
Establishes the following: (1) The health workforce student loan repayment program (program). (2) The health workforce council (council). (3) The health workforce student loan repayment program fund (fund) for the purpose of providing funds to repay outstanding student loans of certain health providers who meet the program requirements. Provides that the professional licensing agency (agency) shall, in coordination with the council, administer the program. Establishes: (1) the imposition of fees at the time a license is issued or renewed for certain health profession licenses; and (2) qualifications to receive a student loan repayment award under the program. Provides that, beginning July 1, 2021: (1) each board may award loan repayment to an eligible applicant who is a provider licensed by the board; and (2) the council may award loan repayment to an eligible applicant who is an eligible provider. Requires, not later than July 1, 2022, and not later than July 1 every two years thereafter, the agency to submit a report concerning the program and fund to the governor and the general assembly. Provides that money from the fund is continuously appropriated. Repeals provisions concerning the following: (1) The primary care physician loan forgiveness program. (2) The mental health services development programs. (3) The dental underserved area and minority recruitment program.
