Defines "private low stakes card game" and provides a defense to certain gambling crimes if the gambling was a private low stakes card game. Makes conforming amendments.

Requires the board of trustees of the Indiana public retirement system (board) to make investment decisions with the primary purpose of maximizing the target rate of return on the board's investments. Prohibits the board from making an investment decision with the purpose of influencing any social or environmental policy or attempting to influence the governance of any corporation for nonpecuniary purposes. Specifies an exception. Requires the board to adopt a policy that ensures proxy voting and engagement is based primarily on maximizing the target rate of return on the board's investments. Provides certain guidelines and reporting requirements for proxy voting in relation to the administration of the public pension and retirement funds of the system.

Modifies the definition of "tobacco product" to include a product that contains nicotine and is not approved by the federal Food and Drug Administration for tobacco cessation. Provides that an e-liquid distributor shall purchase and distribute e-liquid from an: (1) Indiana e-liquid manufacturer that has a valid e-liquid manufacturing permit; or (2) Indiana e-liquid distributor that has a valid e-liquid manufacturing permit or a valid tobacco distributor's license.

Requires the bureau of motor vehicles to submit a report annually to the Indiana utility regulatory commission that includes information regarding the number of electric vehicles registered by county.

Authorizes the lottery commission to operate the sale of draw games and digital representations of scratch-off games over the Internet. Authorizes the following persons to conduct interactive gaming: (1) A licensed owner of a riverboat. (2) An operating agent operating a riverboat in a historic hotel district. (3) A permit holder conducting gambling games at the permit holder's racetrack. Provides for the licensure of persons providing services and equipment for managing and conducting interactive gaming. Specifies requirements for the conduct of interactive gaming. Imposes an adjusted gross receipts tax of 20% on interactive gaming. Provides for revenue sharing to cities and counties in which casinos are operated. Makes an appropriation. Makes conforming and technical changes.

Replaces the term "community development corporation" in statutes concerning individual development accounts (IDA) with the term "community based organization" and makes conforming changes throughout the Indiana Code to reflect that change. Provides that: (1) $1,500 (rather than $800) is eligible for a state deposit in an individual's individual development account (account); (2) the allocation, for each account that has been established for not more than five years, is $3 for each $1 of the first $1,500 (rather than the first $400) an individual deposited into the individual's account during the preceding 12 months; and (3) the amount of the allocation may not exceed $4,500 (rather than $2,400) for each account. Makes various changes to the neighborhood assistance tax credit.

Requires the department of environmental management to first demonstrate with reasonable evidence that a municipality falls under one of four categories of potentially responsible parties as identified in Section 107(a) of CERCLA (42 U.S.C. 9607(a)), before a municipality can be found liable for violating Section 107(a) of CERCLA.

Makes changes to the authorized uses of the: (1) Indiana safe schools fund; (2) Indiana secured school fund; and (3) school safety referendum tax levy fund.

Makes it a Class B misdemeanor for a grocery store or drug store to sell an iced or cooled alcoholic beverage. (Current law prohibits the sale of iced or cooled beer by a grocery store or drug store.) Specifies that a package liquor store may sell any alcoholic beverage iced or cooled. Makes conforming amendments.
