Recognizing January 11th as Human Trafficking Awareness Day.

Repeals the statutes authorizing and regulating abortion. Finds that human physical life begins when a human ovum is fertilized by a human sperm. Asserts a compelling state interest in protecting human physical life from the moment that human physical life begins. Provides that court decisions to enjoin the law are void. Specifies the duty of Indiana officials to enforce the law. Specifies that federal officials attempting to enforce contrary court orders against Indiana officials enforcing the law shall be subject to arrest by Indiana law enforcement. Redefines "human being" for purposes of the criminal code to conform to the finding that human physical life begins when a human ovum is fertilized by a human sperm. Makes other conforming changes.

Provides, if certain requirements are met, that meat products from a custom exempt slaughter establishment in Indiana are eligible for sale by the owner of the slaughtered or processed livestock or poultry: (1) through any market venue, including a retail establishment, farmers market, farm consignment store, and roadside stand; and (2) directly to the consumer. Provides that certain livestock and poultry may be slaughtered and processed on a farm without a facility or animal-by-animal inspection and offered for sale. Provides that legally hunted deer may be processed on a farm without a facility or animal-by-animal inspection and offered for sale. Establishes labeling requirements. Requires at least one person from each farm involved in the slaughtering and processing of livestock and poultry on the farm to: (1) obtain a certificate as a food protection manager; and (2) develop a hazard analysis and critical control point plan.

A CONCURRENT RESOLUTION terminating the public health emergency first declared on March 6, 2020, in Executive Order 20-02.

Establishes the commission on election integrity. Requires the commission to consider various means by which to increase the integrity of elections in Indiana. Requires the commission to submit a report to the legislative council, including recommendations for legislation, not later than July 1, 2022. Provides that the statute expires January 1, 2023.

Repeals the law that requires a person to obtain a license to carry a handgun in Indiana. Provides that a nonresident of Indiana may carry a handgun in Indiana without possessing a license or permit to carry a handgun from the person's state of residence. Allows a member of the: (1) general assembly; (2) general assembly's professional staff; or (3) lobby registration commission; to possess a handgun on the Indiana government center campus if the person is not otherwise prohibited from possessing a firearm. Allows a person who wishes to carry a handgun in another state under a reciprocity agreement entered into by Indiana and the other state to obtain a license to carry a handgun. Beginning July 1, 2021, permits a person not otherwise prohibited from possessing a firearm under state or federal law to possess a firearm on any property that is: (1) affiliated with; (2) operated or managed by; (3) owned by; or (4) leased by; the department of natural resources. Defines certain terms. Makes conforming amendments.

Provides that, after June 30, 2021, a digital resource purchased or licensed by a school corporation or charter school and offered to students attending the school corporation or charter school must have safety policies and technology protection measures to filter or block access to obscene or pornographic material. Provides that a digital resource provider is in breach of contract if the digital resource provider fails to have safety policies and technology protection measures to filter or block access to obscene or pornographic material within 90 days of the date the school corporation or charter school provides notice to the digital resource provider of its noncompliance. Requires the department of education, on or before November 1, 2021, and each November 1 thereafter, to compile information submitted by a school corporation or charter school and submit a report to the general assembly detailing all instances of a digital resource provider's noncompliance.
