Establishes a definition of "virtual instruction" for purposes of determining a school corporation's basic tuition support using the average daily membership (ADM).
Provides that the rules in existence for counting straight ticket votes apply to ballots cast on electronic voting systems and that the current rules apply to paper ballots and optical scan ballots. Requires the county election board to begin entering unofficial results canvassed by the county election board into the computerized list for statewide and legislative offices beginning at 8 p.m. on election night and continuing at stated intervals through the day after election day until the entry of unofficial results is completed.
Provides that a certificated employee who is not a member of the exclusive representative (union) may enter into an employment contract with a school corporation that contains terms that differ from the terms set forth in the collective bargaining agreement. Provides that it is not an unfair labor practice for a school corporation to enter into the employment contract. Provides that certain provisions that apply or do not apply to certificated employees subject to collective bargaining agreements also apply or do not apply to certificated employees that enter into such employment contracts.
Allows an individual to provide services for compensation as a barber, cosmetologist, electrologist, esthetician, or manicurist without holding a state license or a license from a unit of local government if, before providing the services to a consumer, the individual: (1) provides to the consumer a written document that contains: (A) a statement disclosing that the individual does not have an occupational license; (B) the address and telephone number at which the individual can be contacted; and (C) the individual's dated signature; and (2) obtains the dated signature of the consumer on the document. Provides, however, that the individual is required to comply with all health, safety, security, confidentiality, reporting, and consumer protection requirements applying to an individual who provides the same services pursuant to a state license. Repeals a law entitling a military veteran to a license to vend, hawk, and peddle goods, wares, fruits, and merchandise without paying a license fee.
Defines viability for purposes of the abortion law as the earlier of the time of each postfertilization age of the fetus that is less than 21 weeks or the time of conception. Provides that the definition is severable to preserve the earliest possible time that viability is determined. Specifies that abortions are permitted in certain circumstances before the earlier of viability or the end of the first trimester of pregnancy. (Current law specifies that abortions are permitted in certain circumstances during the first trimester of pregnancy.)
Requires that a vote center county must establish at least one vote center in each municipality located in the county.
Requires the executive board of the state department of health to adopt reasonable rules to ensure the sanitary operation of facilities where eyelash extensions are applied. Specifies that the rules must establish training and certification requirements for individuals applying eyelash extensions for members of the public. Exempts the application of eyelash extensions from the law regulating cosmetology.
Provides that a high school diploma (diploma) or credential issued by a nonaccredited nonpublic secondary school that employs less than one employee is legally sufficient to demonstrate that the recipient of the diploma or credential has met the requirements to complete high school. Provides that a state or local agency or institution of higher education in Indiana may not reject or otherwise treat a person differently based solely on the source of a diploma or credential. Provides that a person who administers a nonaccredited nonpublic secondary school has the authority to execute any document required by law, rule, regulation, or policy to provide certain evidence regarding a child's education.
Provides that a candidate may withdraw from being a candidate not later than noon 81 days before the date of a primary election. (Under current law, a candidate wanting to withdraw must do so not later than noon 85 days before the primary election.)
