Resident tuition for eligible individuals.

Provides that an individual who meets certain conditions is eligible for the resident tuition rate as determined by the state educational institution. Requires such an individual to verify that the individual meets the criteria to receive the resident tuition rate. Makes a technical correction.

Electric vehicle compatible construction standards.

Provides that with respect to the construction of a Class 2 structure for which a building permit is issued after December 31, 2023, the structure must be designed, constructed, and wired so as to enable an occupant of the structure to charge an electric vehicle (EV) through the use of EV supply equipment supplied by the occupant or a third party. Specifies that this requirement does not require a person who designs, constructs, or wires a Class 2 structure to: (1) provide EV supply equipment for use on the premises; or (2) install, or inspect EV supply equipment that is installed, on the premises.

Hunger-free campus grant program.

Establishes the hunger-free campus grant program (grant program) to provide grants to state educational institutions for purposes of addressing food insecurity among students enrolled in state educational institutions. Provides that the commission for higher education (commission) shall provide a grant under the grant program to a state educational institution, if at least one campus is designated by the commission as a hunger-free campus. Establishes criteria that a campus of a state educational institution must meet in order to be designated a hunger-free campus. Makes an appropriation.

Nonprofit hospital and insurer reporting.

Requires a nonprofit hospital and a health carrier to post and provide certain information at least 45 days before a public forum. Modifies requirements concerning the: (1) date on which a public forum must be held; (2) topics that must be discussed at a public forum; (3) requirements of a public forum; and (4) use of technology to allow attendance at a public forum through real time audio and video through the Internet. Requires the Indiana department of health and the department of insurance to post specified information concerning public forums on the agency website.

Tuition caps.

Provides that the commission for higher education shall determine a tuition rate and mandatory fee cost of living adjustment for specified postsecondary educational institutions. Requires that, except for cost of living adjustments, the tuition rate and mandatory fees at specified postsecondary educational institutions may not increase from the time the student initially enrolls until the student graduates for an undergraduate student who is an Indiana resident.

Gary Community School Corporation.

Establishes procedures to appoint members to the governing body of the Gary Community School Corporation. Establishes procedures for transferring responsibility of financial and academic matters from the emergency manager to the governing body. Removes obsolete provisions and makes conforming amendments. Repeals provisions relating to the election of advisory board members for the Gary Community School Corporation.

Reciprocity and audiology compact.

Establishes a procedure to grant licenses and certificates to practice certain health care professions in Indiana. Requires the applicant to hold a current license or certificate from another state or jurisdiction and meet other requirements. Allows the applicant who meets certain requirements to apply for a provisional license or provisional certificate. Requires the provisional license or provisional certificate to be issued within 30 days. Provides for penalties for submitting false information on an application for a provisional license or provisional certificate. Requires a board to make a final decision on a license or certificate application before the expiration of a provisional license or provisional certificate. Provides that if a board has a pending application for initial licensure or certification that requires final approval by the board, the board shall meet not more than 31 days after the application is ready for approval. Provides that the medical licensing board may not issue a physician's license to an applicant using the reciprocity law beginning July 1, 2026. Eliminates certain requirements for an applicant seeking licensure as a clinical social worker, marriage and family therapist, mental health counselor, addiction counselor, or clinical addiction counselor. Requires the boards that regulate bachelor's degree social workers, social workers, clinical social workers, marriage and family therapists, mental health counselors, licensed addiction counselors, licensed clinical addiction counselors, and respiratory care practitioners to issue a license by reciprocity within 30 days if certain requirements are met. Requires the speech-language pathology and audiology board to, before January 1, 2023, initiate and make every effort to enter into reciprocity agreements with contiguous states for individuals licensed as: (1) a speech-language pathologist; and (2) an audiologist; to practice the individual's profession under the license from one state in the other state. Adopts the audiology and speech-language pathology interstate compact. Makes conforming amendments.

State purchasing.

Requires the department of administration (department) to determine the technological upgrades and other expenditures required to collect and compile information regarding purchases made by state agencies from the following: (1) A minority business enterprise. (2) A nonprofit agency for individuals with disabilities. (3) A veteran owned small business. (4) A women's business enterprise. Provides that if a nonprofit agency for individuals with disabilities (qualified agency) withdraws from a department pilot project through which the qualified agency sells products or services to governmental bodies through a third party contractor, the department must award the qualified agency a quantity purchase agreement (QPA) for the same products and services and under the same terms, except for price, under which the qualified agency had a QPA with the department before participating in the pilot project. Provides that the qualified agency must agree to provide the same products or services at a price less than the price provided for the products or services under the pilot project. Requires a state agency to purchase supplies or services from a QPA for those supplies or services awarded to a qualified agency. Requires the department, in consultation with the committee for the purchase of supplies and services of individuals with a disability, to adopt administrative rules to establish a goal to procure in each state fiscal year at least 1.5% of state contracts with qualified agencies. Provides that this goal must be administered so as not to diminish any other state contracting goals established under existing law.
